Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quotes (RFQ). The combined synopsis/solicitation number is W91ZLK-05-T-0835. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-04. The associated North America Industry Classification System (NAICS) Code is 334519 and the Business Size Standard is 500. The contractor shall provide the following : CLIN 0001, QTY 1, Data Acquisition and Control System, including the following: 39 HU Cabinet; 4 ft. table; VME Crate with VM4500 RTP, VM2064 A/I Board, VM2033 A/I Board, VM3008 A/O Board, VM2916 Digital I/O and frequency boards, VM1015 CANbus board; Singal Termination Panels; Pendant; Computer; Cell Minder; UPS; Power Distribution (Marway). System services included are: Project Management, Documentation, System Build, and Shipping. CLIN 0002, QTY 1, Dynamometer, 260 KW AC with in-line torque flange with 0.1% accuracy class, optical shaft encoder 360 pulses; custom height mounting base and torque calibration arm, bearing temperature sensors, AC Dynamometer and Drive System; TL40 drive cabinet; Dynamometer base assembly; torque flange, lock plate assembly, isolation transformer (410 KVA) , rated torque 552 Nm (407 ft-lbs), Base Speed 4500 rpm, maximum speed 8500 rpm, and inertia 0.62 kG.m2. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army Aberdeen Proving Ground, MD 21005 . The following clauses will be incorporated by reference. 52.209-6 Protecting the Governments Interest When Subcontracting with contractors debarred, suspended or proposed for debarment. 52.212-4 Contract Terms and Conditions Commerical Items, 52.223-11 Ozone-Depleting Substances, 52-247-34 F.O.B. Destination. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government. The government reserves the right to make an award without discussions. Offeror shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, and DFARS 252.21 2-7000, Offeror Representation and Certification with its offer. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
