- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; requests for written quotations are being requested and a written solicitation will not be issued. The anticipated award date is 20 September 2005. All responsible sources may submit a quotation which shall be considered by the agency. CLIN 0001: Search Appliance, two-unit appliance, must include two year license to search up to 1.5 million documents at a rate of 300 queries per minute. Package must include all hardware, software, product updates and customer support. The device must b e 1) Rack-mountable hardware solution that can search a computer, the intranet and the Internet from a single web-based interface. 2) Able to access data in SQL Server and mySQL databases as well as make the data searchable. 3) Able to allow for imports o f outside content to the search engine. 4) Able to use PKI x.509 certificates from users and be able to search secure areas of a network. 5) Have SNMP capability to send traps. 6) Have the capability to rank pages it finds for a user and display them a s such. 7) Able to display part of web pages with the results of a search to the end user. 8) Have a spellcheck integrated to the search interface. 9) Able to cache web pages when they are not available. 10) Able to display multiple file formats (ie .doc, .ppt, .xls, etc.) as an html page to the user. 11) Have the capability to sort data by time/date. 12) Have the ability to do Boolean searches. 13) Administration of device needs to involve a web interface. 14) Searching must be able to be split (ie cert ain users can only access certain data for searches. 15) Must maintain statistics for auditing purposes. 16) Able to allow for imports of outside content to the search engine. 17) Able to use PKI x.509 certificates from users and be able to search secure areas of a network. 18) Have SNMP capability to send traps. 19) Have the capability to rank pages it finds for a user and display them as such. 20) Able to display part of web pages with the results of a search to the end user. 21) Have a spell check integ rated to the search interface. 22) Able to cache web pages when they are not available. 23) Able to display multiple file formats (ie .doc, .ppt, .xls, etc.) as an html page to the user. 24) Have the capability to sort data by time/date. 25) Have the abil ity to do Boolean searches. 26) Administration of device needs to involve a web interface. 27) Searching must be able to be split (ie certain users can only access certain data for searches). 28) Must maintain statistics for auditing purposes. Offerors must include with their quotation: DUNNS number, Cage Code, Tax Identification Number, and completed FAR Clause 52-212-3, Offeror Representation s and Certifications - Commercial Items (Jan 2005). All firms or individuals responsding must be registered in the Central Contractor Registration (CCR). FAR 52.212-2 Evaluation Commercial Items (Jan 1999) The following factors shall be used to evaluate offers: (i) Technical capability of the item offered to meet the Government needs, (ii) Price, (iii) Past Performance. The relative order of importance of the evaluation factors are in descending order of importance. When combined Technical Capability and Past Performance are approximately equal to price.
