Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) at Orlando, FL intends to procure on a sole source basis the Phase II Aviation System Integration Facility (ASIF) with Colsa Corporation. ASIF is currently managed by the Aviation and Missile Research, Development and Engineering Center (AMRDEC), Huntsville, AL. ASIF Phase II effort is for the reconfiguration of the ASIF to support new and additional PEO Aviation platforms. ASIF is a Government Owned and Government Managed facility that provides a focused and centralized approach in utilizing Army-wide aviation systems integration capabilities to integrate and evaluate components/technologies for inclusion in Army aviation systems. The ASIF Phase II is a planned risk reduction capability for PEO Aviation systems integration, to include integration of spiral development, flight evaluation, performance validation and development of portable cockpits for simulation and training. The reconfiguration efforts will include design performance, assembly, simulation, software development and procurement of aircraft specific and non-specific components. The Contractor will evaluate aircraft mission and systems implementation, perform studies, trade-off analysis, requirements, analysis, support development of the re-use of the Comanche Portable Cockpit and support simulation events. The contemplated CPFF contract will also provide for the procurement of engineering efforts, material purchases, hardware and software integration, and support development of ASIF program architectural systems/sub-system to include planning for training systems. The contractor has specialized training and intimate knowledge of the ASIF specific facility and architecture design and demonstrated capabilities for the Phase II requirements. The contractor has personnel proficient in the ASIF facility integration, various weapon systems, sensors, aviation survivability equipment and aviation specific components, such as; ATIC, CAAS, MCAP,LN251 and ARC231, program architectural system/sub-system design, integration and verification of the integration facility capability. The contractor has the specific knowledge in: ASIF facility electrical power system design through the power distribution unit, the specialized remote controlled circuit breaker design, the uninterruptible power supply, the power conditioning power supplies of 115VAC/4000HZ three phase, 28VDC, and dirty aircraft power; ASIF remote control design of the laboratory equipment; ASIF remote control design of the aviation systems line replaceable units; ASIF control room console design; and ASIF human-machine interface design form the division of software and hardware functions to the display design of data presentation and control.
