- NAICS Code: 541990 Under the authority of FAR 13.106-1(b), the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Dr. Shaw L. Yu, Professor Emeritus of the University of Virginia (UVA) to conduct three international case studies employing best management practice (BMP) technology. These studies will collect necessary data and will test existing best management practice (BMP) technology analysis tools through international collaborative projects with Taiwan and China. Taiwan and China will contribute a significant amount of funding for the contractor to conduct the tasks and accomplish the goals outlined in this SOW. There are three major tasks under the overall study. These are: Task 1. A laboratory study, which will develop callus cells from cattail (a marsh plant) that may prove effective in reducing the pollutant load when cultivated in wetlands where petroleum pollution is of major concern. Results will be useful in using constructed wetlands for the control of runoff pollution from petroleum sources. Task 2. BMP pilot planning study in the Feitsui Reservoir Watershed near Taipei, Taiwan. The study will provide a field test site for testing the BMP planning and placement tool developed by U.S. Environmental Protection Agency's (EPA's) Urban Watershed Management Branch. Task 3. A BMP treatment train implementation study at the Xikeng Reservoir in Shenzhen, China. The study will provide information on BMP treatment train performance and its implementation potential at the watershed scale. During the past 15 years Dr. Shaw L. Yu has collaborated with colleagues in Taiwan and China on projects dealing with nonpoint pollution control and BMP testing. This relationship and his proven record of numerous publications on BMP technology, plus the fact that he has already secured commitments from both Taiwan and China for significant matching funds designated for the BMP implementation projects as outlined in the statement of work, makes him uniquely qualified to perform the tasks of the proposed project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This procurement will be accomplished under FAR Part 13, Simplified Acquisition Procedures. Interested parties may identify their interest and capability and respond. Documentation must be received by September 8, 2005 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
