Description: On May 25, 2005, the General Services Administration, Public Building Service (PBS) publicized its intent to conduct a streamlined competition for grounds maintenance service, comercial activity function, performed at the Bishop Henry Whipple Federal Building, 1 Federal Drive, Ft. Snelling, MN. The authority and procedures for the competition are found in the May 29, 2003, OMB Circular A-76. This is the announcement of the performance decision made as a result of the competition. It has been determined that it is more cost effective to have the work performed by private sector contract.
