Description
NASA/JSC has a requirement for one each High Definition Television (HDTV) Digital Video Motion Pictures Expert Group (MPEG) Encoder. The Encoder will be used for testing, verifying, and developing various makes and models of HDTV equipment and systems. The Encoder must have the capability to encode digital HDTV video 1.5 Gbs SMPTE-292, to encode digital HDTV video in main profile high level 4:2:2 formats, to Dolby AC-3 encoding for audio, and must feature remote control via Ethernet with an embedded Web browser. Additionally, the Encoder must be capable of encoding live or pre-recorded HDTV video in multiple MPEG-12 compression standards for validation and verification on electronic video test equipment. NASA/JSC intends to purchase the item from Radyne Corporation, Phoeniz, Arizona. This equipment is considered only to be available from Radyne. Radyne is the only known company to manufacture HDTV digital video MPEG encoder that meets the requirements of the Agency. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. local time on September 2, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
