AMENDMENT 1, 8/24/05 1. To obtain a drawing that depicts the deposit areas, as stated under ITEM 0001 below, please email your request to Teresa Corse at teresacorse@fs.fed.us, with a courtesy copy to Debra Huron at dhuron@fs.fed.us. The drawing will be emailed back to you. 2. The helicopter company awarded this contract is responsible for loading the helicopter and traffic control. ***************************************************************** This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AGFS-ORB-05-Q-15222 applies and is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This requirement is being solicited on an unrestricted basis with full and open competition. The Government contemplates award of a firm fixed price contract resulting from this solicitation. The NAICS Code is 481212 Size Standard is 1500 employees; and this requirement is for a fixed priced contract. The statement of work reads: ITEM 0001. Apply 200 tons limestone sand by Helicopter to St. Mary’s Wilderness streams, at 7 different stream locations within Pedlar Ranger District, August County, Virginia. There is no mechanized equipment allowed in the Wilderness Area, including, but not limited to chainsaws, ATV’s, and landing of aircraft. The Federal Aviation Regulations Part 133 is applicable to this requirement. The contractor is required to give 10 days prior notice of project start in order for the Forest Service to control visitor access to the Wilderness, due to safety reasons. The limestone sand will be provided by the government at the staging area on Skylark Farms, owned by Washington and Lee University near mile marker 24.3 on the Blue Ridge Parkway, north of the intersection with State Road 56. The St. Mary’s watershed lies to the north of the staging area. The contractor will distribute via helicopter limestone sand in the following locations at the amounts indicated: Sugartree Branch (15 tons) Lat/Long N 37 55' 8.6", W 79 06' 50.1" Mine Bank Creek (20 tons) Lat/Long N 37 55' 16.1", W 79 05' 14.0" Bear Branch (20 tons) Lat/Long N 37 55' 11.4", W 79 04' 36.7" Chimney Branch (25 tons) Lat/Long N 37 55' 36", W 79 03' 56.3" Hogback Creek (35 tons) Lat/Long N 37 56' 40.0", W 79 05' 35.4" North tributary (a.k.a. Dawn's Branch) (15 tons) Lat/Long N 37 56' 14.2", W 79 04' 47.1" Upper St. Mary's River (70 tons) Lat/Long N 37 56' 8.9", W 79 04' 11.6" Attached drawing depicts the deposit areas, which is incorporated as part of the synopsis solicitation. Potential contractors can arrange for a site visit by contacting Dawn Kirk at 540-291-2188. The contractor shall deposit the Limestone at the above locations in the stream channel in a single pile. The project shall be completed no later than close of business on September 30, 2005. Coordinate the application schedule with the designated Contracting Officer’s Representative. PRICING: BASE ITEM 0001 - 1 Lump Sum: $____________________ The anticipated award date is September 9, 2005; the government intends to award a contract resulting from this solicitation to the responsible vendor whose quote, conforming to the solicitation, provides the best value considering technical capability, past performance and price.
