Description
Requests for proposal documents should be sent to the following three persons: Brad Bumgarner - Bradley.Bumgarner@one.usda.gov Martha Vines - Martha.Vines@one.usda.gov Sandra Garland - Sandra.Garland@one.usda.gov Failure to notify all three persons may delay your receipt of the solicictation documents. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation, number FSA-R-17-05DC is issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-05. This is not a small business set-aside; however, competition has been limited to qualified financial institutions in accordance with the American Jobs Creation Act of 2004. The applicable NAICS Code is 541611. The Government intends to award a Firm-Fixed Price Contract. The Contract will be for a period running from October 1, 2005 through September 30, 2010, including a one-year Base Period and four, one-year Option Periods. All eligible offerors shall provide a fixed price for all Contract Line Item Numbers, 0001 through 0031. Description: Through this solicitation, the Agency is seeking to procure services related to the Tobacco Transition Program, including the Successor-in-Interest Program, 1099 Processing, and Assessment Billing. The provisions at 52.212-1, Instructions to Offerors-Commercial apply to this acquisition. The provision at 52.212-2, Evaluation–Commercial Items, will be used. Evaluation factors include: Technical, Past Performance, and Price, with non-price factors significantly outweighing price. A completed copy of the provision at 52.212-3, Offeror Representations and Certifications–Commercial Items must be included with all offers, or a notation stating that the provisions have been provided in the On-Line Representations and Certifications Application (ORCA) database. The following clauses also apply to this acquisition: 52.212-4, Contract Terms and Conditions–Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders–Commercial Items, which includes: 52.219-8, 52.219-9, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.232-33, 52.239-1, 52.222-41, and 52.222-42. The solicitation also includes 52.232-18, Availability of Funds. This announcement does not include all attached addendum. Please contact the above-listed persons to receive the solicitation documents and all applicable attachments. Documents will be available on August 29, 2005; however, your organization may request the documents prior to this date. Award shall be made to the offeror whose quote offers the best value to the Government. Proposals must be received by 3:00 PM Eastern Standard Time on September 12, 2005 in accordance with the solicitation documents.
