Description
The Federal Bureau of Prisons anticipates award of an Indefinite Delivery/Indefinite Quantity type contract with firm-fixed unit prices for a three-year base period and up to seven one-year incentive award terms for residential Comprehensive Sanctions Center(CSC) services for male and female Federal offenders within the city limits of Philadelphia, Pennsylvania (Philadelphia County). It is the responsibility of the prospective contractors to propose how they will conduct the operation of the CSC which include care, custody, control, accountability, and treatment, including subsistence in accordance with the Federal Bureau of Prisons' Statement of Work entitled, "Performance Work Statement? (PWS) dated November 2004. The estimated number of inmate days is 27,400 males and 5,480 females (minimum)and 43,840 males and 10,960 females(maximum)for the base period; 9,125 males and 1,825 females(minimum)and 14,600 males and 3,650 females(maximum)for award terms one and two; 9,150 males and 1,830 females (minimum) and 14,640 males and 3,660 females(maximum)for award term three; 9,125 males and 1,825 females(minimum)and 14,600 males and 3,650 females(maximum)for award terms four, five and six; and 9,130 males and 1,840 females(minimum)and 14,640 males and 3,660 females(maximum)for award term seven; respectively. Award terms are earned based on the contractor?s evaluation rating. At the end of the second and third year of the contract, the contractor must have a rating of ACCEPTABLE or above to earn award terms 1 & 2. In order to be awarded each of the last five one-year award terms, the contractor must receive a Contractor?s Evaluation rating of VERY GOOD for the evaluation periods ending the fourth, fifth, sixth, seventh and eighth contract years. The solicitation will be available on or about September 26, 2005, and will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date of the solicitation is October 25, 2005. All responsible sources may submit a proposal which will be considered by this agency. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. No collect calls will be accepted. No telephone requests or written requests for solicitation will be accepted.
