PUBLIC ANNOUNCEMENT OF PUBLIC-PRIVATE COMPETITION IN FEDBIZOPPS D-OMB Circular A-76: Department of Defense Public-Private Competition of Det 1, Training Support Squadron, Luke AFB, AZ. Document Type: Special Notice POC: MSgt James Northup Classification Code: [AZ10 ? Research and Development ] NAICS : 541710 ? Research and Development in the Physical, Engineering, and Life Science Description: THIS IS NOT A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, this notice represents the formal public announcement and official start date of a public-private competition of Det 1, Training Support Squadron, Luke AFB, AZ. The incumbent service providers affected by this public-private competition are approximately 76 DoD government personnel positions, 59 DoD civilians, 17 military. A standard competition will be conducted in accordance with the revised circular. The estimated contract cost will be based on market research and the agency cost estimate will be calculated in accordance with the circular using performance periods that will consist of a base year and four option years. Prospective service providers are advised that a solicitation (1) will not be issued if the estimated cost of contract performance is greater than the cost of agency performance, or (2) will be issued if the estimated cost of agency performance is greater than the cost of contract performance. The Department of Defense Competitive Sourcing Official is Mr. Philip W. Grone, Deputy Under Secretary of Defense (Installations and Environment). The DoD Component Competitive Sourcing Official for Air Force is Lieutenant General Roger A. Brady, Deputy Chief of Staff, Personnel. The Contracting Officer is MSgt James Northup, 355th Contracting Squadron, Davis-Monthan AFB, AZ. The Agency Tender Official is LtCol David J. Carrell, Deputy, 355th Mission Support Group, Davis-Monthan AFB. The date of this public announcement is the official start date for this public-private competition and the projected end date of the competition is 25 February 2007.
