- NASA/MSFC has a requirement for a Mass Spectrometer with the following specifications: 1. Quadruple quartz inert capillary (QIC) computer controlled research grade compact bench top construction gas analysis system suitable for analysis of hydrogen, nitrogen and / or hydrocarbon mixtures. 2. The system shall include the following additional features: a. Triple filter with Faraday multiplier detector b. Capable of a mass range of 300 amu c. Able to sample gases at up to two (2) bar pressure levels d. Possessing a multi-port heated valve system capable of sampling at least eight (8) separate gas streams e. Vacuum turbo/rotary pumping system capable of independent foreline and bypass pumping with heated capillary inlet filter and user cleanable cartridge f. Analysis software (SW) including Labview drivers and example Labview control programs g. Spare fused silica capillary liner h. Spare molecular leak platinum orifice i. Filament repair kit consisting of oxide coated iridium twin filaments (3 Ea), tweezers, eyeglass, gloves and requisite work tools. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ. This solicitation incorporates the provisions and clause of the FAR in effect through Federal Acquistion Circular 05-05. Any quote submitted in response to this synopsis must include delivery time from receipt of order and delivery conditions. The selection of award of a purchase order under this synopsis will be based on a best value decision as determined by the requiring organization and the awarding contracting officer. If offerer's representations and certifications are not listed in the Online Representations and Certifications application site (ORCA), the offerer is to submit representations and certifications as shown in FAR 52.212-3 with its offer. FAR 52.212-4 and 52.212-5 along with any addenda will apply to this synopsis and any resulting award. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Questions regarding this acquisition must be submitted in writing via e-mail no later than 3:00 pm cst on September 2, 2005. Questions are to be emailed to both Steve Stewart and GLen Alexander. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B".
