- RESPONSE TO QUESTIONS TO SOLICITATION #05-41560 QUESTION: Is there an applicable wage determination? ANSWER: No QUESTION: Is there an incumbent contractor who is currently performing these services? ANSWER: Yes QUESTION: Is the incumbent eligible for re-compete? ANSWER: Yes QUESTION: What is the type, size, weight, quantity and volume of materials being picked up and delivered? ANSWERS Letters, envelopes (up to 12 x 18 inches), cartons (photocopy paper box size and weighing not more than 50 lbs), and occasionally flats containing proofs up to 40 x 60 inches. Envelopes up to 12 x 18 inches will be the norm almost daily, flats and cartons will probably be infrequent. QUESTION: Will the vehicle driver be able to transport and load the materials by him/herself or will a second person be needed based on the weight/size of the materials? ANSWER: Yes. Having a hand truck available would be of value to the driver some days. QUESTION: There are four separate pick up and delivery listed in the SOW. Is the contractor to assume that there are (4) separate runs and (4) dedicated route drives in addition to the required backup vehicle and drive in case of breakdown? ANSWER: There are two dedicated runs daily, am and pm. Each run to begin at Census with stops/pickups at the other destinations. Return trip to Census required for items picked up at other destinations unless advised otherwise. Having a backup vehicle is solely at the discretion of the contractor. QUESTION What is the historical breakout of staff currently servicing this Messenger/Courier requirement by labor category, numbers within those categories, and physical location? ANSWER: There is currently one messenger servicing this contract. QUESTION: Is there government provided space for temporary overnight parking of contractor provided cargo vans when dedicated to providing services for this requirement? ANSWER: No. Due to the construction at the Suitland Federal Complex there is limited parking QUESTION:. If there is an incumbent contractor please provide the Name, Address and Contract value for FY 2005? ANSWER This information can be obtained through a FOIA. QUESTION Would this requirement require a van or truck? ANSWER: No QUESTION: Is this to be quoted per trip per day or annual pay basis? ANSWER: Should be quoted for scheduled runs (am and pm) and special pickup/deliveries within 50 mile radius. A special pickup/delivery is outside the scheduled trips. QUESTION: Is this requirement dock, door, or desk pickup and delivery? ANSWER: Desk pickup and delivery. QUESTION: Does either facility have parking for non-performing hours? ANSWER: No QUESTION: This requirement is a Asimplified acquisition@, is the revenue of $100,000 over the live of the contract period or each year? ANSWER: The $100,000 threshold is over the life of the contract. QUESTION: What is the start date of the contract? ANSWER: The start date of the contract would be Date-of Award of the contract. QUESTION Is there a dedicated, accessible and free parking at all the listed locations? ANSWER: Free parking at Census only but not dedicated. QUESTION: Please verify the pickup and delivery addresses and delivery time on Activity 2. ANSWER: Usually pickup only (of Congressional Record and Federal Register) from the GPO 27G Street, N.E. entrance. Congressional Record and Federal Register are usually available on or about 11:00 am daily. If they are not available after leaving for scheduled am run, MUST return later for pickup and delivery of these items to Census A charge for second pickup, when required, would be appropriate. QUESTION: What is the frequency of the special delivery service on Activity 3 and from where to where are deliveries made? ANSWER: Some days may require one or more special pickups/deliveries. Other days none. Usually special pickup and delivery will be from Census to GPO or vice-versa. However, other special pickups/deliveries are possible within a 50 mile radius but are expected to be infrequent. QUESTION: Should references and service protocols be included with the bid? ANSWER: Yes. QUESTION: Will people be transported in any of the Activities? ANSWER: No QUESTION: Is the service specified in Activity 1 and Activity 2 scheduled daily service or On demand service? ANSWER: The service in Activity 1 and Activity 2 are schedule daily service.
