- THIS IS A SOURCES SOUGHT NOTICE/Request For Information (RFI). In accordance with Federal Acquisition Regulation Part 10.002(iii) the U.S. Coast Guard is conducting Marketing Research to determine the existing interest of possible sources to provide an Electronic Message Sign System for use aboard U.S. Coast Guard aircraft. The sign system should meet the following general requirements to be considered: 1) The system shall be able to operate in an aviation environment capable of withstanding vibration, -10 to +40 degree temperatures, and be constructed of light-weight non-corrosive material.; 2) The system shall weigh no more than 30 lbs. including control head, be 15 inches tall or less, and no more than 40 inches in length.; 3) The signboard shall be visible both day and night by a person with 20/20 vision from a distance of 400 ft.; 4) The system shall have ability to display letters of eight inches tall and four or more inches wide.; 5) The system shall have the ability to display words of seven letters and scroll words of more than seven letters.; 6) The system shall be capable of storing and toggling between preset messages.; 7) The sign shall be capable of automatic or manual adjustment to changing ambient light conditions.; 8) The system and control panel shall maintain Type I, Class C Night Vision Imaging System (NVIS) compatible cockpit and cargo compartment.; 9) The system shall be able to operate from aircraft power of nominal 28vdc and draw less than 5 amps. Interested companies are encouraged to respond to this announcement as soon as possible. responses should include a) Name and Address of Contractor; b) Cage Code; c) Point of Contact including name, title, phone and e-mail address; d) Equipment Specifications, Options, Descriptive Literature, Brochures, Price Ranges, and should include if the item is of a type customarily available in the commercial marketplace, of a type customarily available in the commercial marketplace with modifications, or used exclusively for government purposes; e) state if Manufacturer or Distributor of product; f) state whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Woman Owned, Veteran Owned, or Service Disabled Veteran Owned in terms of NAICS code; g) GSA Contract information if applicable, and other information that provides the U.S. Coast Guard with an accurate picture of the potential marketplace for any subsequent requirement. The NAICS is 339950 and the small business size standard is 500 Employees.
