Description
THIS NOTICE IS FOR INFORMATION ONLY ? The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with the American College of Surgeons, 633 N. St. Clair, Chicago, IL 60611. The Public Health Service Act, Title XII - Trauma Care, Section 1201, P.L. 101-590 authorizes HRSA to lead in the development of effective, comprehensive and inclusive statewide trauma systems. One of HRSA?s roles is to assist the States with enhancing the quality of trauma care and to promote the programs of States with effective trauma systems. The purpose of this procurement is to provide HRSA with (a) trained specialty consultants that will assist State trauma personnel to improve their emergency services and promote HRSA?s Model Trauma Systems Planning and Evaluation document that includes a State self assessment tool; (b) an updated American College of Surgeon?s Consultation for Trauma Systems document; (c) a webcast presentation (inclusive of power point slides and narrative) on the new Model Trauma Systems Planning and Evaluation document; and (d) a report that includes an analysis of VRC Data. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is eighteen months. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The American College of Surgeons includes the Trauma System Consultation Committee (TSCC) that has a multidisciplinary membership whose unique purpose is to review trauma systems. The ACS with its TSCC is the only known organization with multidisciplinary medical personnel with the ability to conduct State specific trauma system consultations. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
