- SOURCES SOUGHT/SOLICITATION Initially this is a combined synopsis/solicitation wherein the Department of Veterans Affairs Veterans Omaha Division will negotiate a purchase order under FAR Part 13 for a Bone Density x-ray machine. The following equipment or equivalent is requested. The VA will accept used equipment that is not more than 1 year old and in excellent condition. The seller will provide a minimum of 180 day warranty on used equipment. Seller will certify use of used equipment and in-service date, and age in their proposal. Seller should provide two days of application training from the source vendor to the technical staff. A third f/u applications day may be needed after a six- week adjustment period. The VA may buy new equipment as well. The VA intends to buy a Lunar Prodigy DEXA Unit or equivalent. The unit should have the following characteristics: DEXA: Dual Energy Absorbtionometry This unit shall provide an in dept look at the mineral content of bone in various locations throughout the body, ie; spine, hip, and pelvis. The unit should provide a scoring report calculated by the calibrated unit and provide a printed report. This calculation is based upon a chronologic age group, and by sex. This unit shall provide a mean score, with standard deviations (T-Score and Z-score.) The unit should have an applications component with the installation and have the community standard computer software for calibration, quality assurance, and provide a paper/film report with archive capability. The unit should be DI-COM compatible with the VISTA Imaging and Brit/PACS interface for long term storage and availability for image/report recall. The unit should have a manufacturer warranty and an upgradeable software package. The unit should also have the capability to archive independently for a redundant backup archive. All proposals received by 4:00PM Central Daylight Time, September 2, 2005 will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Offerors shall provide complete detailed descriptive literature on equipment items proposed. A determination by the Government to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. NAICS code is 339113 and the small business size standard is 500 personnel. Award will be a firm fixed-price contract, on received invoicing. The government will award to obtain the best value for the government,. Technical evaluation, age, condition of equipment, warranty and price will be the determining factor for award of the contract.
