Description
In accordance with OMB Circular A-76 (Revised), Hanscom AFB is in the Preliminary Planning Process (P3) for the 66 Air Base Wing (ABW) Multimedia function. The purpose of this notice is to perform Preliminary Market Research (PMR) by collecting and assessing relevant market research information to determine whether there are capable commercial sources in the marketplace. This request is issued for planning purposes only. The Government does not intend to award a contract on the basis of this market research or to otherwise pay for the information solicited. The current Multimedia function includes Graphics Production, Video Production, Presentation Services, Photography, Video Teleconferencing Call Operation, Production Service, Customer Service, Disaster Control Group Support, and the Commander's TV Channel. Graphics Production consists of graphic services including but not limited to design, printing and mounting services for illustrations, charts, graphics, diagrams, posters, displays, exhibits (2-D and 3-D), interior signs, temporary exterior signs, and web pages, to support managerial, operational, training, educational, and administrative base level requirements. Video Production consists of video services including but not limited to video and setup to support training, investigations, historical documentation, retirements, Commander 's calls, and other special events. Provide video recording services for presentations, training presentations, Commander's calls, retirements, promotions, and historical events (e.g. Distinguished Visitors, Hanscom community cable channel, Special Commander's Projects, and other special events to include, but not limited to, Air Show, Command, Control, Communication & Computers Summit (C4 Summit), Eubanks Award, Award Ceremonies). Presentation Services include, but not limited to, setting up projectors, laptops, live video, and multiple front and rear projection screens to include piping and draping. Photography consists of photographic services including but not limited to photography and printing for civilian and military personnel official photos, training presentations, investigations, historical documentation, retirements, commander's calls, promotions, distinguished visitors (DV), public affairs, aerial photography, product photography, and other special events (Air Show, C2 Summit, Eubanks Award, Award Ceremonies). Video Teleconferencing Call Operation consists of performing video teleconferencing services including, but not limited to, the operation and scheduling of two studios on the Defense Information System Network (DISN) Digital Video Services Global for secure and non-secure VTC sessions. Scheduling of the Multi-point audio/video shall be performed using the government-wide VTC scheduling system (VTCSS). Production Service consists of performing local and Major Command (MAJCOM) production services, to include Production Approval Number (PAN) and Production Identification Number (PIN). Production services include, but are not limited to, post production videos and photo/graphics presentations. Customer Service include, but not limited to, consultation services as well as managing the self-help program. Manage the self-help service program to include but not limited to providing graphics expertise, non-professional still and video cameras, projectors, screens and a self-help workstation (computer, flatbed scanner, film scanner, printing capabilities). The purpose of the self-help program is to provide additional resources to base multimedia customers. Disaster Control Group Support consists of being responsible for fulfilling the duties associated with the Disaster Control Group (DCG), 24 hours per day/7 days per week for photographic and video services. Commander's TV Channel consists of providing locally produced programming/pentagon channel broadcast. Interested parties are asked to submit capability statements (not to exceed 10 pages in length) expressing their interest. Please include the following in your response: name and address of firm; size/ownership of business (large, small, etc.) and provide NAICS codes the company is certified under, number of years in business, a point of contact with name, title, phone, fax, and email, Cage Code and DUNS number, affiliate information (parent corporation, joint venture partners, potential teaming partners), experience and familiarity with performing multimedia function described above, and/or indicate ability to satisfy the government requirements by providing a narrative identifying the scope of past and current services performed within the past three (3) years and explain how those services are commensurate with the services described above. Information relative to past and current performance and experience should include detailed references (contract numbers, description of services, types of contracts, and point of contact, to include the names and phone numbers) of major clients. In addition, we welcome comments on industry practices and standards for this effort or similar commercial efforts to include but not limited to contract clauses and provisions, method of quality control and assurance to ensure customer satisfaction and how is contract performance measured against a contract requirement, amount of transition time needed for full and effective performance on a new contract, extent to which the combination of services described in this announcement is typically found in the commercial market place, and any other information pertinent to this effort. The industry practice and standards information is excluded from the 10-page capabilities statement limit. GOVERNMENT PERSONNEL ARE CURRENTLY PERFORMING THIS WORK.
