Description
In accordance with OMB Circular A-76 (Revised), Hanscom AFB is in the Preliminary Planning Process (P3) for the 66 Air Base Wing (ABW) Transportation and Supply function. The purpose of this notice is to perform Preliminary Market Research (PMR) by collecting and assessing relevant market research information to determine whether there are capable commercial sources in the marketplace. This request is issued for planning purposes only. The Government does not intend to award a contract on the basis of this market research or to otherwise pay for the information solicited. The current Transportation function includes: Vehicle Maintenance Customer Service, Maintenance Tracking, Quality Assurance, Vehicle Maintenance Corrosion Control Program, Vehicle Operations: Ground Support; Passenger and DV Support; and Cargo, Vehicle Operations: U-Drive It Program, Vehicle Operations: Vehicle Licensing and Vehicle Control Programs, Cargo Services, Flight line Services, Ground Fuel Services, and Shipping. Vehicle Maintenance Customer Service consists of providing regular maintenance of customers' vehicles to sustain operation. Maintenance Tracking consists of tracking the maintenance record of vehicles and equipment. Quality Assurance consists of quality check of internal work performed (master technician). Vehicle Maintenance Corrosion Control Program consists of vehicle body repair, corrosion control, restoration, painting, finished product. Vehicle Operations: Ground Support; Passenger and DV Support; and Cargo consist of performing movement of ground passenger or cargo. Vehicle Operations: U-Drive It Program consists of providing U-Drive It ground passenger transportation. Vehicle Operations: Vehicle Licensing and Vehicle Control Programs consists of validating government drivers license. Cargo Services consists of inbound and outbound cargo; paperwork manifest/invoice. Flight line Services consists of providing transient aircraft and aircrews requiring assistance parking, towing, fueling (request fueling from local provider--Signature), minor repairs (fueled by Defense Fueling--Signature). Ground Fuel Services consists of maintaining and operating ground petroleum services; order fuel for base heat plant. Shipping consists of moving items to applicable area of disposition (depot, cargo shop, DRMO), package and transport items to either DRMO or depot. The current Supply function includes: Equipment/Munitions Management, Mobility, Weapons Deployment, Inventory, Customer Support, Report of Surveys, In-House Training, Material Transfer, Turn-In Program, Document Control, Administration, and Munition Inspection. Equipment/Munitions Management consists of managing all AF assets, everything trackable (equipment bar coded). Mobility consists of bags built, inventoried, and stored, then issued--process repeats. Weapons Deployment consists of providing weapons for mobility personnel and others. Inventory consists of all Equipment and Munitions (annual equipment and weapons) (munitions 10% monthly). Customer Support consists of ordering/receiving/tracking equipment. Report of Surveys consists of Notification Ltr; training and tracking, coordination; and ROS program manager. In-House Training consists of Equipment Custodian training, munitions-specific training; receive and maintain certificates; and upgrade training as needed. Material Transfer consists of transferring equipment on base. Turn-In Program consists of customer turn in, research disposition for serviceable and unserviceable equipment and munitions. Document Control consists of 1348-6 method to purchase, 2005 local purchase, or stock listed items. Administration consists of Equipment and Munitions Internal checklists and documentation. Munition Inspection consists of in stock, shelf life, used, and exposed to elements. Interested parties are asked to submit capability statements (not to exceed 10 pages in length) expressing their interest. Please include the following in your response: name and address of firm; size/ownership of business (large, small, etc.) and provide NAICS codes the company is certified under, number of years in business, a point of contact with name, title, phone, fax, and email, Cage Code and DUNS number, affiliate information (parent corporation, joint venture partners, potential teaming partners), experience and familiarity with performing multimedia function described above, and/or indicate ability to satisfy the government requirements by providing a narrative identifying the scope of past and current services performed within the past three (3) years and explain how those services are commensurate with the services described above. Information relative to past and current performance and experience should include detailed references (contract numbers, description of services, types of contracts, and point of contact, to include the names and phone numbers) of major clients. In addition, we welcome comments on industry practices and standards for this effort or similar commercial efforts to include but not limited to contract clauses and provisions, method of quality control and assurance to ensure customer satisfaction and how is contract performance measured against a contract requirement, amount of transition time needed for full and effective performance on a new contract, extent to which the combination of services described in this announcement is typically found in the commercial market place, and any other information pertinent to this effort. The industry practice and standards information is excluded from the 10-page capabilities statement limit. GOVERNMENT PERSONNEL ARE CURRENTLY PERFORMING THIS WORK.
