- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. No drawings, specifications, or schematics are available from this agency. The solicitation is W911SG-05-R-0025 and is issued as a Request for Proposal (RFP). Proposals are due by 1 Se p 05, 1:00 p.m MST. The RFP will result in a firm fixed price contract. The performance period is from 1 Oct 05 through 30 Sep 06. This solicitation is 100% set-aside for small businesses. The North American Industry Classification System (NAICS) code f or this acquisition is 541330. The Directorate of Contracting, Fort Bliss, Texas is soliciting proposals to provide the non-personal services of an Engineering Technician. RESPONSIBLE FOR THE OVERALL PLANNING AND MANAGEMENT OF A BROAD AREA OF RANGE RELATE D OPERATIONS TO INCLUDE UNCONVENTIONAL PLANNING, DESIGN, SYTEMS LAYOUT, FABRICATION, INSTALLATION AND MAINTENANCE OF JOINT READINESS TRAINING FACILITIES AND RANGES. THE INCUMBENT MUST ANALYZE THE OVERALL PROJECT AND INTERPRET ASSIGNMENTS, PLANS AND RELATED INFORMATION. Focus is on civil engineering. T he following two factors shall be used to evaluate offers: 1) Past Performance the Government will evaluate the submitted past performance information required by FAR provision 52.212-1 and may use information from other sources to review offerors abil ity to perform the contract successfully. Required past performance information: Offerors must submit the resume and written certifications of proposed individuals. Past performance data does not have to be through a government agency. 2) Price Offer ors shall propose a price.
