- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposa ls are being requested and a written solicitation will not be issued. 2. Defense Contracting Command-Washington (DCC-W), in support of Office Information Operations Directorate within the Office of the Deputy Undersecretary of Defense for Intelligence and Warfighter Support, ODUSD(IWS)/IO, is issuing this Request for Quotes (RFQ) to support the requirement summarized below. Contract type is firm-fixed price with travel as a cost reimburseable not to exceed $65,000. The period of performance will be for 6 months from date of award. 3. The objective of this study is to characterize the existing Human Factors Analysis, HFA, capabilities within the DoD, validate the models, procedures, and processes in use by these organizations, determine the quality and usability of the products gener ated, assess the efficacy of supplementing analysis by the exploitation of open sources and identify other opportunities to improve DoD HFA efforts in support of Regional Combatant Commanders, the Joint Staff, and other senior Defense leaders. 4. The offeror shall insert it's p roposed unit and extended prices in the Contract Line Item Numbers (CLINs) in the space provided in SF1449, continutation sheet, starting with page 3 of the solicitation and sign the offer, block 30. RFQ due date is 12 Sep 12 noon; EST. Failure to provide timely responses will exclude your quote from consideration. 5.
