- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. USTDA-05-Q-21-338 is issued as a Request For Proposal (RFP) with solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 dated August 26, 2005. The Government does not have a reasonable expectation of adequate competition within small businesses therefore this acquisition is not set-aside. The NAICS code is 213112 with business size of $6 million. A list of contract line items, description of the requirements, dates of delivery and acceptance are provided as an attachment. Provision 52.212-1, Instruction to Offerors - Commercial, evaluation criteria and other required information is provided by reference in Section L of the attached requirements document. Provision 52.212-2, Evaluation ? Commercial Items is not included but evaluation criteria are described in Section L of the attached requirements document. Offerors are to fill out and submit with their offer provision 52.212-3, Offeror Representations and Certifications ? Commercial Items. Clause 52.212-4, Contract Terms and Conditions ? Commercial Items along with Clause 52.212-5, as annotated in the requirements document are included and addenda is applied. Offers are due as per Section L of the requirements document on September 12, 2005 at 4:00 p.m. (EDT) as per the attachments.
