Description
PROVIDE MAINTENANCE AND SERVICE TO AUTOMATIC DOORS: Provide all supervision, personnel, equipment, tools, transportation, materials/supplies, and other items and services necessary to safely operate, maintain, and repair the government-owned AUTOMATIC DOORS at Altus Air Force Base, Oklahoma. The contract performance period is for a basic one-year period with four option years. The type of contract will be Firm-Fixed Price (FFP). This request for proposal will be solicited as a 100% set-aside for small business. The applicable North American Industry Classification System (NAICS) code is 811310 with a small business size standard of 500 employees. This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5, "Test Program for Certain Commercial Items." For quotations determined technically acceptable, a best value selection based on price and past performance will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will be based on both price and past performance. Each offeror's quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. Past performance will be evaluated based on relevancy (size/scope/complexity), quality of product/service, timeliness of delivery/performance and business relations (customer service). To be considered for award an offeror must have a satisfactory or better past performance record based upon information available to the contracting officer [normally the Contractor Performance Assessment Report (CPAR)] and offer a reasonable price. The offeror may be asked to submit references that can provide relevant past performance information if the contracting officer cannot locate CPAR information. Award may be made to other than the low offeror when, after evaluating past performance, the contracting officer determines it to be in the government's best interest. The solicitation will be issued electronically on the Federal Business Opportunities web page on or about 19 August 2005; paper copies will not be made available. NOTE: Any prospective contractor must be registered in the Central Contractor Registration (CCR) in order to be eligible for award and is located at http://www.ccr.gov. NOTE: On-line Representations and Certifications Application (ORCA) has been implemented and is effective as of 01 Jan 05. ORCA enables vendors to submit and update their representations and certifications on-line. ORCA is part of the Business Partner Network (BPN) and is located at http://orca.bpn.gov.
