Description

MODIFICATION NO. 3 The purpose of this modification is to incorporate following information: 1. At Section L.10, the language here was deleted in its’ entirety, because it was inadvertently included in the RFP; 2. The discussion at Section L.10.(4)(v)(A) refers to the past success the offeror has had with regard to integrating the employment of small businesses into their normal business operations, or documented initiatives for achieving the previously noted objective. At Section M.4.1.4.5, “Effectiveness of Key Personnel”, resides the criterion that will include a rating of the extent to which the offeror’s Key Personnel have employed strategies to achieve successes in the area of small business employment, as well as, other characteristics that identify the staff as being uniquely effective in the conduct of their work performance; 3. This is to confirm that although current USAID personnel may be included in proposals as proposed personnel, they are subject to criminal and regulatory restrictions that may restrict or prohibit their employment, and which prohibit them from participating in the development of a proposal or providing non-public information for use in a proposal. These rules including 18 U.S.C. Sections 207-208, and 5 C.F.R. part 2635. NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (01-MAR-2005).
