Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this procurement; quotations are presently being requested and a written solicitation will not be issued. The current reference number for this acquisition is FA4488-05-R-0028 and this solicitation is issued as a request for quotation (RFP). This document incorporates provisions and clauses in effect through Federal Acquisition Circular 2004-2005. This acquisition is set-aside for small businesses. The associated NAICS code is 332168 and small business size standard is 500 employees. This requirement is one line item. Line Item 0001: Furnish and install automated entry gate and digital recording system. And provide power for gate operators key/pads and control panel. This requirement is for Pope AFB, Bldg 134. FOB shall be destination, and shipping shall be included in the unit price. FAR Clause 52.232-18, Availability of Funds, applies to this solicitation. The provision at FAR Part 52.212-1, instructions to offerors commercial, applies to this solicitation. The provision at FAR part 52.212-2 Evaluation Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (1) price, (2) past performance, and (3) technical capability of the offeror to meet the Government requirement. Price will be significantly more important than the remaining criteria. The contract certifies that it meets all requirements by submitting a quotation. The contractor may be asked for references or documentation to verify that their workers meet all requirements of the solicitations. This solicitation is issued under lowest price technically acceptable procedures. The provision at 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://farsite.hill.af.mil. FAR clause 52.212-4 contract terms and Conditions Commercial Items, applies to this acquisition. Paragraph (o) is changed to read: the contractor shall provide all standard commercial warranties to the government. FAR clause 52.212-5, Contract Terms and conditions Required to Implement Statues or Executive orders Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR part 52.212-5 are considered checked and are applicable to this acquisition: (11-16), (19i), (19ii), (21), (24). Award can only be made to contractors registered in the Central Contractor Registration web page, http://www.ccr.gov. Commerce Business Daily numbered note 1 applies to this acquisition. The solicitation due date is Aug 30, 2005. There is a site visit scheduled on 29 Aug 05.
