- The U.S. Army Corps of Engineers, Huntsville Center intends to award a contract to Tabor Consultants, a small business, as a sole source award for courses in basic dredging operations safety requirements found in the Corps Safety and Health Requireme nts Manual, EM 385-1-1. It is anticipated that a firm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 13.5. A base year and one option year is contemplated. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed course should currently exi st in the commercial market place and meet the requirements herein. In addition, proposed instructors shall meet the education and experiences requirements shown below. This notice is not a request for a competitive proposal. However, all proposals rece ived not later than 2 p.m. Central Day Light Time, 2 Sep 05, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the governmen t. This requirement is to provide a training course in Floating Plant Safety. This course trains Corps of Engineers employees with basic dredging operations safety requirements. This course is for both inexperienced and experienced Corps of Engineers employ ees that utilize marine operations and dredging operations. Lecture, visual aids, and testing, this course presents the following basic dredging subjects: The contractor shall have demonstrated SOH expertise and experience in the following topics as they relate to USACE marine/floating plant operations: Rigging and lifting operations involving cranes/hoisting equipment; Launch and motorboat operation; Control of Hazardous Energy; Accident Prevention Plan and other submittals; Mechanized heavy equipment op erations (bulldozers, excavators, etc). Course length is 28 hours. Course Dates and locations are: Session 06-01, New Orleans, LA, 15-18 Nov 05; and Sessions for 07 will be determined at a later date. Offeror must provide instructors who have experience in administering and instruction short courses of instruction and who are knowledgeable in fundamental dredging safety requirements. The instructor must be thoroughly familiar through education and exte nsive experience with the Safety and Occupational Health (SOH) concerns and the methods of work in the broad range of missions conducted on USACE facilities and projects. Areas of expertise shall include the specific activities of tow operations, dredging , marine construction, navigation maintenance, beach restoration, and marine surveying. Qualified candidates must have demonstrated experience and knowledge of USACE-specific SOH requirements, namely the USACE Safety Manual EM 385-1-1 in its most recent p ublication as well as applicable sections of OSHA, USCG, and the ANSI standards. The candidate must also be a qualified instructor, having completed courses in instructional methods (or similar) and have over 3 years of formal classroom instructor experie nce in marine SOH topics. The candidate must be physically able to assist in leading field trips to various facilities and aboard vessels ranging in size from crew boats to dredges.
