Description
The U.S. Army Corps of Engineers, Huntsville Center intends to award a contract to Davis & Associates, a small business, as a sole source award for courses in Cost Reimbursement Contracts. This course provides practical guidance on how to structure, solicit, and manage cost-reimbursement contracts. The course is suitable for all functional elements, but is primarily geared to the Corps construction execution workforce. The course directly supports the Corps vision by addressing many contemporary is sues regarding the management of innovative contracts and supports the Best Value selection process. This course covers the acquisition strategy, source selection, and management of cost-reimbursement contracts. The instruction and text material address es solicitation preparation to final closeout of cost-reimbursement contracts. Specific subjects addressed include the history of cost-reimbursement contracts, acquisition policies, selection of contract type, preparation of the request for proposal, sour ce selection procedures, cost accounting, procurement and property management, Work Authorization Document (WAD) and Earned Value Systems for cost control, fee and profit policies, Corps organization and management, contractors organization, and final clos eout. It is anticipated that a firm fixed price award will be executed in accordance with Federal Acquisition Regulation (FAR) 13.5. A base year and two option years are contemplated. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement and submit a proposal. Any proposed course should currently exi st in the commercial market place and meet the requirements herein. In addition, proposed instructors shall meet the education and experiences requirements shown below. This notice is not a request for a competitive proposal. However, all proposals rece ived not later than 2 p.m. Central Day Light Time, 2 Sep 2005, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the governm ent. This requirement is to provide a training course in Cost Reimbursement Contracts for Corps of Engineers employees. This course trains Corps of Engineers employees in Cost Reimbursement Contracts. This course is for both inexperienced and experienced Corp s of Engineers employees that cost reimbursement contracts. This course covers the acquisition strategy, source selection, and management of cost-reimbursement contracts. The instruction and text material addresses solicitation preparation to final closeo ut of cost-reimbursement contracts. Specific subjects addressed include the history of cost-reimbursement contracts, acquisition policies, selection of contract type, preparation of the request for proposal, source selection procedures, cost accounting, p rocurement and property management, Work Authorization Document (WAD) and Earned Value Systems for cost control, fee and profit policies, Corps organization and management, contractors organization, and final closeout. Lecture, visual aids, and testing, a re required. Course length is 36 hours. Course Dates and locations are: Session 06-01, 23  27 Jan 06 Huntsville, AL, (with approximately 38 Students); Session 07-01, 22-26 Jan 07, Huntsville, AL ; and Sessions for 08-01 will be determined at a later d ate. Offeror must provide instructors who have experience in administering and instruction short courses of instruction and who are knowledgeable in Construction Safety. The contractor must have extensive experience with the U.S. Army Corps of Engineers and sh all have taught a Cost Reimbursement course. The procurement will be in the price range of $8,000.
