- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and Part 13, using simplified acquisition procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number DG133F-05-RQ-1889 is issued as a request for quotes and is solicited as a 100% Small Business Set-Aside. The NAICS Code is 541710. The DOC/NOAA, National Marine Fisheries Service’s Southeast Region Habitat Conservation Division is seeking technical support services for the evaluation and quantification of the economic impacts of open loop liquefied natural gas (LNG) projects on marine fishery resources of the Gulf of Mexico. A purchase order with a period of performance for eleven (11) months is planned. See the Statement of Work. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular (FAC) Number 2005-05. The government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. ..........STATEMENT OF WORK.......... A contractor is needed to support the NOAA/National Marine Fisheries Service's (NMFS) Southeast Region Habitat Conservation Division’s (NOAA/NMFS/HCD) activities in the review of the economic impacts of human activities such as the open loop liquefied natural gas (LNG) projects on marine fishery resources of the Gulf of Mexico. Background The NOAA/NMFS/NOAA/NMFS/HCD is responsible for the conservation, protection, and restoration of living marine resources of the Gulf of Mexico. Our review of projects focuses primarily on identifying measures to avoid and minimize adverse impacts of development activities. Recently, we have been involved extensively in the review of LNG projects, proposed under the Deepwater Ports Act, and assessing the impacts of impingement and entrainment of fish eggs and larvae from the intake of seawater used to regasify LNG. To date, we are aware of eight proposed and approved LNG projects that, cumulatively, would require over one billion gallons of seawater per day and would impact hundreds of billions of fish eggs and larvae. While a methodology has been developed to measure the number or pounds of fishery resources impacted by some of the facilities, a companion methodology to evaluate economic costs resulting from the destruction of fishery resources is needed. A contract under this statement of work would allow NOAA/NMFS/HCD to better address the scope of impacts associated with LNG operations in the Gulf of Mexico. Products should be helpful as NOAA/NMFS/HCD considers the economic implications of other human activities with environmental implications. Scope of Work The objective of this contract is to provide both an assessment methodology for, and a fishery economic impact evaluation of, existing and proposed open loop LNG facilities in the Gulf of Mexico, with application in other arenas. The methodology and impact assessments must be based on sound and accepted economic principles, using published literature and other appropriate references, expert opinion, and other available information. The products of this endeavor would be 1) a model or methodology which could be applied to existing and future projects which might entrain or impinge marine fishery resources and 2) an economic evaluation of the potential fishery impacts of the licensed and proposed LNG projects in the Gulf of Mexico. This project is intended to address issues specific to the southeastern United States, but the development of a methodology should consider possible applicability to other regions of the country. Tasks/Deliverables: Task 1. Compile relevant literature and information on use and non-use valuations of marine fishery resources and the application of economic theory to assess the impacts of fishery production foregone as a result of LNG induced mortality. Limited literature research is necessary only to the degree that it would be sufficient for the development of the impact methodology. Task 2. Design an impact assessment model or methodology in an accessible and user-friendly format to provide a tool that can be used to quantify the economic impacts of entrainment and impingement on living marine resources of the Gulf of Mexico. The methodology should be sufficiently robust to allow the substitution of various values based on new information or conditions in other regions of the country. The final methodology should be provided to the NOAA/NMFS/HCD in a report format and, as appropriate, as a mathematical model. The report should include citations, clear definitions of all assumptions, and recommendations for further study. Deliverable. Prepare a written report that analyzes the adverse economic impacts of the eight licensed and proposed open loop LNG facilities on living marine resources of the Gulf of Mexico. Consider how model and economic impacts could be extrapolated to other types of human impacts. Period of Performance The contractor shall complete the specified tasks within eleven months of contract award. Estimated Direct Labor is approximately 800 hours. Project Review Monthly project progress review meetings or teleconferences between the contractor and the NOAA/NMFS/HCD contacts will be conducted.
