- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Fed eral Acquisition Circular 2005-05. The Dwight David Eisenhower Army Medical Center (DDEAMC), , Fort Gordon, Georgia, 30905, has a requirement for Statistical Support Services. The contractor shall provide all necessary labor material and supplies requ ired for statistical support. The period of performance for this service is for 01 October 2005 through 30 September 2006 plus 4 one-year option periods. The contractor shall provide on-site services on a as needed basis not to exceed 200 hours per year. Statistical consultation and data analysis will be provided for selected research projects. To include the thesis project conducted by nurse anesthetist students at Dwight David Eisenhower Army Medical Center. Statistical consultation will be done at m utually satisfactory time frames for each research project undertaken. Specific tasks within the scope of work include consultation on the research design as well as consultation on the planning, execution and interpretation of statistics as applicable to the selected research projects. Report and findings: Report and findings to be provided include: verbal recommendations regarding research design. Sample size and appropriate statistical procedures for the selected research projects: (a) Output fr om statistical procedures produced by statistical analysis software with verbal interpretation of the output (b) Critique of the researchers verbal and/or written interpretation of data analysis. Contractor will notify Clinical Investigations of all st atistical studies prior to performing studies for approval. Once studies are completed Contractor will notify Clinical Investigations and Clinical Investigations will maintain log of all studies and turn the log to Contracting Officer Representative for p ayment. FAR 52.212-2 Evaluat ion- The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantages to the Government, price and other factors considered. Evaluation factors of (1) Tech nical Capability and Qualifications Offers will be considered only from contractors who are licensed to perform services, documentation is required. (2) Past Performance The contractor should describe the past experience in providing the services specified in this solicitation within the past three (3) years. No more than three (3) refe rences from all firms for whom you have been providing similar service within the last three years are to be submitted with your. (4) Price (Total price for Base Period including Option Year.. Past Performance, Technical Capability, Qualifications , and Availability when combined, are of equal importance when compared to price. The Government reserves the right to determine what constitutes approximately equal in technical capability and past performance. The Government reserves the right to eval uate offerors prices on the basis of price realism and will consider the offerors price as an indication that they understand the scope of the Governments requirement.
