- This amendment is to correct the model number to a Kincaid 2065. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The government intends to issue a sole source order for this requirement. The provisions and clauses incorporated in this RFQ are those in effect through Federal Acquisition Circular 2001-12. The USDA ? Natural Resources Conservation Service is preparing to issue a sole source order for one Kincaid 2065 Combine to be used for harvesting small plots of foundation seeds. The Combine shall be delivered no later than April 15, 2006 to Wayne Duckwitz, Bismarck Plant Materials Center, 3308 University Drive, Bismarck, ND 58504. The NAICS code associated with this solicitation is 333111. The manufacturer shall provide its standard commercial warranty. The offeror is also required to provide on-site training that encompasses all facets of machine operation, from basic machine maintenance to more complex electronic functions. Provision 52.212-1, Instruction to Offerors ? Commercial Items applies to this acquisition. There are no addenda to this provision. Provision 52.212-2, Evaluation ? Commercial Items does not apply to this acquisition. The offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications ? Commercial Items, with its offer. The clause 52.212-4, Contract Terms and Conditions ? Commercial items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; 52.217-7, Option for Increased Quantity ? Separately Priced Line Item; SCSAR 4I-52.232-70, Designated Payment Office Contact Point; and SCSAR 4I-52.232-73 Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System.
