- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Florida Keys National Marine Sanctuary (FKNMS), located in Marathon, FL intends to establish a fixed price purchase order for the Marine Ecosystem Event Response and Assessment (MEERA) project on a sole source basis with Moto Marine Laboratory based on the following reasons: 1) In 1997 Mote M Marine Laboratory established a project named Rapid Biotic Assessment (RBAT) to provide an early warning and assessment program for biotic events on reefs throughout FKNMS waters; 2) In 1999 the project was renamed Marine Ecosystem Event Response and Assessment (MEERA) to more accurately portray the overall scope and objectives of the project which includes any event occurring in the marine environment of the FKNMS and surrounding waters; 3) Mote Marine Laboratory currently manages this project, synthesizes the information gathered through a network of marine observers; 4) Mote Marine Laboratory currently acts as the sole clearing house for the information gathered provided via e-mail, fax, online report form, or in person; 5) Mote Marine Laboratory routinely provides additional ?pro-active? monitoring of remote sensing and other in situ data from throughout the keys ; 6) Mote Marine Laboratory currently spearheads this project for all other environmental agencies in the Florida Keys; The anticipated purchase order will have one base year and two option years. Performance period for base year will be from the date of the award through August 31, 2006; Option I will be September 1, 2006 through August 31, 2007 and Option II will be September 1, 2007 through August 31, 2008. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fourteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide early warning and assessment of any ecosystem level event occurring in the marine environment of the FKNMS and surrounding waters; 2) Demonstrated ability to coordinate research and response efforts within the region; 3) Demonstrated ability to gather important information about large-scale, ecosystem-level events in order to protect coastal resources when situations occur. The applicable NAICS code is 541620. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
