Description
This is a combined synopsis/solicitation for commercial services prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this announcement. This is a Solicitation for the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Regional Office (SERO), Protected Resources Division, St. Petersburg, FL for the purpose of acquiring a SERO Fishery Liaison. This constitutes the only Request For Quote (RFQ), written offers are being requested; and a written solicitation will not be issued. This notice is hereby issued as RFQ No. NFFN5300500059CMM. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. The line item(s) will be delivered or picked up in accordance with the specifications listed below. The FAR clauses incorporated into this acquisition, located in Section B, shall be: 52.212-4 Contract Terms and Conditions ? Commercial Items (Oct. 2003), 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (Jul. 2005) (Sections 5, 14, 16, 17, 18, 19, 20, 26, and 31). The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are also located in Section B of the award: 1352.201-70 Contracting Officer?s Authority (Feb. 2005), 1352.201-71 Contracting Officer?s Technical Representative (Feb. 2005), 1352.215-70 Period of Performance (Mar. 2000) {the period of performance of this contract will be from date of award through September 30, 2006.}, 1352.252-70 Regulatory Notice (Mar. 2000). The FAR provisions, located in Section D, that are hereby incorporated into this acquisition shall be: 52.212-1, Instruction to Offerors ? Commercial Items (Jan. 2005), 52.212-3 Offeror Representations and Certifications ? Commercial Items (Jan 2005). The following Commerce Acquisition Regulations (CAR) clauses and provisions are also incorporated into this acquisition by reference and are located in Section D: 1352.215-77 Evaluation Utilizing Simplified Acquisition Procedures (Mar. 2000) {The Government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation results in the best value to the Government price and other factors considered. The following will be used to evaluate quotations: 1) Past Performance. Provide a list of contracts including phone numbers, of firms whom the offeror has successfully provided services that are the same or equal to those described herein; 2) Experience ? Provide information that demonstrates adequate background and experience as it relates to marine mammals, fisheries, regulations, and commercial fisheries; 3) Technical approach. Information provided must indicate contractors ability to provide the required services as described herein; 3) Milestone. Provide information which explains the approach with attainable goals that will accomplish each of the tasks described herein; 4) Past Performance. In addition to technical information and price, offers must include the following: 1) a completed copy of the provision contained in FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; 2) certification of registration in the Central Contractor Registration database; and 3) Performance references for requirements performed that are comparable to those stated within.. Price proposal shall provide a breakdown of costs. Prices shall include a monthly breakdown of total cost per job, total travel costs per job, and the Grand total cost per year, job and travel combined. This is a firm fixed price solicitation. DESCRIPTION: The purpose of this position is to work towards increasing and improving communications with commercial fishermen and ensure their understanding of marine mammal take reduction plan requirements and achieve their cooperation and compliance with voluntary (i.e. non-regulatory) as well as regulatory portions of the two existing Atlantic Take Reduction Plans (TRPs) and the upcoming bottlenose dolphin TRP from North Carolina to the Atlantic coast of Florida. The contractor will also act as a liaison between fishers, NMFS, and other possible funding sources such as Sea Grant, to help fishers acquire funding to support research on gear modifications to reduce dolphin/fishery interactions, and to oversee gear research and results and provide recommendations to NMFS regarding implementation of demonstrably effective or promising gear modifications. The location of this position is flexible, but ideally would be located in North Carolina. The area of responsibility includes North Carolina to the Atlantic coast of Florida. Contractor will provide the following services: 1. Develop outreach materials summarizing requirements of the three current Atlantic TRPs and address issues relating to the upcoming bottlenose dolphin TRP. 2. Regularly meet with fishers along all major fishing ports and conduct or attend various fishermen?s meetings, workshops, and/or trainings. 3. Travel, as required, to attend meetings, workshops, and/or trainings. 4. Develop and distribute region-specific outreach materials targeted for the fishing community with emphasis on Category I and II fisheries. 5. Develop, foster, and maintain partnerships with the fishing industry. 6. Coordinate closely with the Southeast Region (SER) Fishery Interaction Specialist, Ser Bottlenose Dolphin Coordinator, SER Right Whale Conservation Program Coordinator, and the Northeast Fishery Liaison. 7. Provide workshops and dockside meetings to help fishermen to understand the requirements of the Bottlenose Dolphin Take Reduction Plan (BDTRP) Atlantic Large Whale Take Reduction Plan (ALWTRP), and other TRPs as needed. 8. Gather input from fishermen on potential gear modifications, alternative gear deployment methods, gear research opportunities, and provide recommendations to NMFS SER. 9. Develop outreach products as described in the BDTRP ALWTRP (i.e., brochures, decals, placards). Products must be specific to the commercial fisheries affected by the BDTRP and ALWTRP as well as additional products directed at improvements to the stranding network, observer programs and enforcement outreach efforts. 10. Implement outreach efforts related to the Atlantic Large Whale TRP to prevent entanglement of endangered, migratory right whales. 11. Assist with coordinating and implementing a disentanglement workshop and develop outreach materials based on recommendations from this workshop. The contractor may bill for travel costs up to amounts authorized under the current NMFS government travel regulations. Deliverables: The contractor will provide monthly reports to the COTR within 7 days following the completion of a calendar month (i.e., January progress report will be submitted by February 7) summarizing: 1) number of ports visited; 2) number of fishers the contractor met with; 3) number of workshops conducted; 4) number of brief summary of meetings, workshops, trainings, etc. that the contractor attended; 5) progress and outcomes achieved through meeting with fishers; 6) recommendations and suggested implementation strategy regarding any aspects that will benefit the TRP process and relay fishers? concerns to NMFS. The contractor shall also prepare and provide meeting summaries to the COTR, providing general information on significant items of discussion, important supporting documentation provided at the meeting, and any conclusion, recommendations, or decisions reached. Such summaries shall be provided as addenda to the respective monthly report, and shall include a list of meeting participants. The contractor will also develop outreach products (i.e., brochures, placards, flyers, etc.) as needed and as recommended by the TRPs, and distribute these materials via dockside meetings, workshops, mailings, or other means as necessary. Invoicing will be done on a monthly basis. Contractor will be responsible for submitting invoices for payment to Southeast Regional Office, Attn: Juan Levesque, 263 13th Avenue South, St. Petersburg, FL 33701.
