- The National Cancer Institute (NCI), Division of Cancer Control and Populations Sciences (DCCPS), Applied Research Program (ARP), Risk Factor Monitoring and Methods Branch (RFMMB) plans to procure on a sole source basis with American College of Sports Medicine (ACSM), 401 West Michigan Street, Indianapolis, IN 46202 to publish an approximately 120 page special supplement issue on the Objective Measurement of Physical Activity: Closing the Gaps in the Science of Accelerometry in Medicine & Science in Sports & Exercise. In December of 2004 the RFMMB took part in a conference on Objective Measurement of Physical Activity: Closing the Gaps in the Science of Accelerometry. The conference was organized around topic areas of implementation of objective monitoring, data analysis issues, calibration studies, and new technologies for assessing physical activity. A mission of RFMMB is to develop and improve methods for monitoring cancer-related risk factors. The supplement will include 9 submitted papers that were presented at the conference, abstracts from the posters selected for presentation at the meeting, an introductory article, and an article summarizing and synthesizing the outcome of the conference. ACSM shall provide NCI with: 1) galley proofs to the individual authors on October 15, 2005 and implement any requested edits; 2) Mail the print publication to the membership of ACSM and other subscribers to MSSE on November 24, 2005; 3) Post the electronic version of the supplement on the MSSE web site on November 21, 2005; and 4) full authority for the scientific merit of publication will reside with the guest editor, who has expertise in the particular area of study. The American College of Sports Medicine is uniquely qualified to carry out this effort since it is the leading multidisciplinary original research journal related to physical activity and fitness. It features original investigations, clinical studies, and comprehensive reviews on current topics in sports medicine and exercise science. The journal is received monthly by over 15,000 subscribers. The target audience for this supplement is researchers working in the area of objective monitoring of physical activity, many of whom are members of ACSM, and therefore subscribers to the journal Medicine & Science in Sports & Exercise. The American College of Sports Medicine is the only known vendor to the NCI end-user that can meet the requirements as described above and can issue the supplement with in a four month time frame. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI end-user to determine if it can meet the requirements of this synopsis. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September __, 2005. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
