Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Treatment (CSAT), through the Division of Acquisition Management (DAM), Program Support Center(PSC), is planning to award a 12 month contract using simplified acquisition procedures, to the National Quality Forum, 601 13th Street, NW, Suite 500 North Washington, DC 20005. The anticipated date of award is September 15, 2005. The objective of this request is to submit the Washington Circle (WC) administrative process performance measures to the National Quality Forum (NQF) national standard-setting consensus process in order to have them accepted as a national standardized measurement for quality improvement. The WC measures were already accepted into the NCQA HEDIS? data set, a standard quality improvement tool employed by the majority of managed care companies serving the US population. Inclusion of the Washington Circle measures into the NQF ambulatory care performance measurement set will expand the reach of the measures to other non-managed care companies, health systems and quality standard organizations, professional associations, trade associations, regional county and state quality improvement organizations, universities hospitals, large and small health insurers and other core institutions that comprise the United States health care system. Failure to expand the approval of these measures through this process will result in duplicative and costly efforts by other public and private organizations to develop and maintain process performance measures for substance abuse. The Contactor shall meet with the government project officer and other CSAT staff and WC members to determine the process for expedited review and implementation of the Washington Circle administrative measures for incorporation into the NQF ambulatory care standardized measure set. Based on the results of Task 1, the Contractor shall establish a work plan describing specific steps, actions, processes and timeline required to achieve the expedited review and implementation of the measures. The Contractor shall prepare monthly reports on the status of the work plan tasks and deadlines, for 10 months not including the first or last months. The Contactor shall prepare a final summary of the project. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.502-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
