Description

The Office of Public Health and Sciences, through the Division of Acquisition Management (DAM), Program Support Center(PSC), is seeking sources for a 12 month contract using simplified acquisition procedures. The anticipated date of award is September 15, 2005. Provide performance management and program evaluation, technical expertise, facilitator training. The contractor shall provide technical expertise in the following areas: Federal accountability laws and requirements for Government Performance and Results Act (GPRA), and Performance Assessment Rating Tool (PART). Development, design, distribution, and evaluation of multiple internal and consumer performance appraisal rating tools Program planning and evaluation; team building and group facilitation Preparation and successful completion of the PART assessment for 2006. Program planning and evaluation; Identify strategies to identify and improve program performance. The Contractor shall involve the following tasks: Provide support, coordination and training for the OCCFM Team charged with preparing the PART assessment for 2006 and future years. Facilitate the development of a Mission Statement, Vision Statement and Performance Goals for OCCFM. Facilitate the development of a Strategic Plan for OCCFM. Develop and implement a post assessment analysis plan to identify strategies to improve program performance. Post Assessment Analysis Data Presentation. The plan and timeline for the completion of the PART assessment is due 4 weeks after contract award. Completion of the mission statement, goals and strategic plan is due 8 weeks after contract award. Completion of the PART assessment is due as scheduled by OMB. The post assessment analysis plan is due 2 weeks after completion of the PART assessment by OMB. Completion of the post assessment analysis is due 6 weeks after completion of the PART assessment by OMB. A presentation of the results from the post assessment analysis is due 2 weeks after completion of the post assessment analysis.
