- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number is DTOS59-05-R-00013 and it is being issued as a Request for Proposal (RFP). This procurement is a set-aside for small businesses only under NAICS codes: 541611, 54168, and 54190. The solicitation is to provide analyses and data to support an on-going review of air carriers? outsourcing of aircraft maintenance at FAA-certified foreign and domestic repair stations, and related assignments, as determined by the OIG. The anticipated contract is firm-fixed-price for the requirements defined in the SOW. The anticipated period of performance is a based period from October 1, 2005 through September 30, 2006 with one (1) one-year option period. The provision at FAR 52.212-1, Instructions to Offerrors-Commercial Items, and FAR 52.212-2, Evaluation-commercial Items, applies to this acquisition. The evaluation factors to be used are 1) Management Approach 2) Past Performance and 3) Price. Management Approach (factor 1) and Past Performance (factor 2) are of equal importance, while price (factor 3) will be considered the last factor that will be evaluated but not scored. The Technical Proposal Instructions (provided upon request) provides specific information regarding these factors and submission of the technical portion of the proposal . The offeror shall also submit a price proposal as a separate submission in a separate file. The price proposal shall include general business information including responsible offeror company name and address, Company Taxpayer Identification Number (TIN), Dun and Bradstreet?s number, and CAGE code and POC. The offeror shall propose firm-fixed-priced unit pricing for each task and a total firm fix price for the entire Statement of Work. Price will be evaluated for price reasonableness. Offerors shall submit a brief (not to exceed fifteen-five (15), 8 X 11, 12 font, single sided pages addressing the above two technical factors. Offerors shall also submit a separate price quote. Note. Pricing information is not counted against the 15 page limit and shall be submitted as a separate electronic file). Resumes do not count against the 15 page limit but shall not exceed three (3) pages each. FAR 52.212-3, Offeror Representations and Certifications-commercial Items, shall be completed on line at www.bng.com and a statement that the representations and certifications were completed on line shall be provided with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions, applies to this acquisition with 52.217-9 amended. The clause at FAR 52.215-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition with the following clauses applicable: 52.203-6, 52-203-10, 52.219-8, 52.219-14, 52.222-26, 52.222-35. 52.222-36, 52-222-37, 52.222-41, and 52.222-42. Offerors shall request a copy of the Statement of Work and Technical Proposal Instructions via email to phaedra.johnson@dot.gov Offers are due by 3:00 p.m., EST , on September 12, 2005. via email to phaedra.johnson@dot.gov. Late proposals shall not be accepted in accordance with 52.212-1. Facsimile proposals are not acceptable.
