Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number F2XHA35203A100 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures under FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-05 and Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20050726. The North American Industry Classification System code is 238910 with a small business size of $12,000,000.00. This acquisition will be issued as a 100% Small Business set aside. Requirement: CLIN 0001 Demolition, removal and transportation of Minuteman I Static Display missile in accordance with the following statement of work: Dismantle and remove Minuteman I Static Display Missile located at Louisiana Technical University in Ruston Louisiana. Missile is 55? 9? tall, and the top 5 feet (the nose cone) is already off (Missile is in two pieces). Missile shall be taken to Defense Reutilization and Marketing Office (DRMO) at Barksdale AFB for disposal as scrap metal. To include the dismantling of the Missile to allow transport on a 6K forklift at destination. Distance from Ruston, LA to Barksdale AFB, LA is approximately 62 miles. Off Loading of scrap metal at DRMO requires notice. Contractor is responsible for coordination with DRMO manager at Barksdale AFB. Phone number will be provided in award. Hours for turn-in are 0900 ? 1400 hrs Tues and Wed only. Completed environmental forms will be provided to awardee. Missile has been tested for radiation, asbestos, and lead-based paint and has been certified hazard free. The concrete base will also need to be removed in its entirety. Approximate size of base is 15? x 15? x 6?, with approximately 3 feet below ground. The area that is removed, plus any damaged ground, shall be restored to match the surrounding area. All state and federal environmental regulations relating to this type of demolition must be adhered to. Site visits may be arranged by contacting the point of contact below. Each offeror's quoted price will be evaluated for reasonableness. Award will be made on price alone. Award will be made to a single source. The desired date of performance will be NLT 15 October 2004. The provision at FAR 52.212-1, Instruction to Offerors - Commercial Items (Jan 2004), applies to this acquisition. Offerors MUST include a completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications - Commercial Items (May 2004); DFARS 252.212-7000 Offeror Representations and Certifications - Commercial Items (Nov 1995); DFARS 252.225-7000, Buy American Act-Balance Payment Program Certificate (Apr 2003) with the quotation.
