Description
12 CONS/LGCA Randolph AFB intends to award a contract for Bird Netting for Aircraft Hangers 40 and 41. Approximate Sq Ft for each hanger is 37,500. The scope of work is as follows: The contractor shall provide all personnel, equipment, tools, materials, supervision and other items necessary to install Netting material which will be the ?? by ?? polyethylene to be installed with appropriate hardware to ensure a neat and professional appearance as well as proper fit and function. Hardware to include clips, cabling etc. will be of a corrosion resistant type to ensure long term trouble free performance at hanger 40 and 41 locations on Randolph Air Force Base, Texas. Basic Specification of System: System will be designed to prevent intrusion of roosting birds into the ceiling area of the hangars. Prevention measures will include hangar door ledges and other surfaces where birds may roost. System should be designed with accessibility to lighting, heating and fire suppression systems for maintenance and or testing. Design of system will be to follow contour of roof rafters in order to maintain maximum vertical clearance from floor. All lighting and heaters will be below the installed netting. Design must incorporate the fall safety restraint system in hangar 40, and in no way obstruct its operation or function. Provisions must be made for the tail fin of T-43 aircraft to protrude into the ceiling area when aircraft require jacking. Accommodations must allow for tail clearance in the center of the hangar to allow a T-43 to be towed through the hangar from end to end. Tail clearance and jacking provisions apply to both hangars 40 and 41. Contractor will furnish a minimum 3 year warranty on labor of installed items. Manufacturers warranty will be in place for netting material. Basic Material Specifications: Netting material will be the ?? by ?? polyethylene to be installed with appropriate hardware to ensure a neat and professional appearance as well as proper fit and function. Hardware to include clips, cabling etc. will be of a corrosion resistant type to ensure long term trouble free performance. Installation: Contractor will furnish all required materials to accomplish a ?turn-key? job. All required equipment for completion of the project will be contractor furnished. During the installation, contractor will be required to comply with all applicable OSHA standards and safety/environmental concerns. All processes and procedures and the equipment used for them must be in compliance with the National Electrical Code (NEC) STD-70 and the National Fire Protection Association (NFPA) standards for aircraft hangars. Work area will be maintained in a reasonably neat and professional manner due to the nature of the environment and work being accomplished. All operations will be conducted in a manner to not hamper aircraft maintenance operations. A schedule will be presented for planning prior to commencement of installation. The applicable small business size standard is $6 M, the NAICS code 561710. All interested parties must be registered with the Central Contractor Registration (CCR) as prescribed in DFARS 252.2040-7004 and 252.232-7009. CCR can be accessed at www.ccr.gov or by calling 1-888-227-2423. The CCR registration must be completed before award can be made. All prospective offerors interested in submitting a proposal on this solicitation must have a commercial and government entity code. This synopsis of proposed contract action is for planning purposes only and does not commit the government to pay for any information, issue a solicitation, or award a contract. This synopsis is not to be construed as a commitment by the government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. Proposals will be evaluated based on price and award will be made to the offer that is the most advantageous to the government. This requirement is being offered for nation-wide competition as a 100% Small Business set-aside. Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items which can be obtained at http://www.arnet.gov/far. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following clauses also apply: 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph (c) of this clause is tailored as follows: (c Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. 52.212-5, Contract Terms and Conditions ?
