Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; p roposals are being requested and a written solicitation will not be issued. (II) Solicitation W912JV-05-T-0010 is being issued as a Request for Quotation (RFQ). (III) This solicitation incorporates FAR provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-05. All FAR and DFAR provisions and clauses may be viewed in full text, along with FAC 2001-26, via the Internet at ht tp://farsite.hill.af.mil. (IV) The associated NAICS code for this acquisition is 532490, SIC code 7352, small business size standard is $6,000,000.00. This requirement is a 100% small business set aside. In the event a qualified small business offer is not received, this require ment becomes unrestricted. (V) The requirement is for audio, visual, stage and lighting equipment rental, personnel to operate the equipment, and short AV product development, for the outdoor opening ceremony of the Lewis & Clark Expeditions Destination the Pacific on November 11 , 2005 at the Fort Stevens State Park near Warrenton, OR. A site visit will be conducted on September 7, 2005, for all prospective offerors to meet with the Contracting Officer and/or their representative and review the site where the event is being held. Offerors are highly encouraged to attend this site visit in order to better understand the Governments requirements. Site visit will begin at the Fort Stevens Museum at 11:00 a.m. and last until approximately 3:00 p.m. (VI) COMMERCIAL ITEM DESCRIPTION: CLIN 0001 is for the rental of (a) An Approximate 20 foot x 40 foot main stage area with cover, stage lights, rear and side access with places to hang sponsor banners. Height of Main Stage is to be approximately 48. Co st includes set up and tear down of stage. (b) Approximate 20 foot x 40 foot covered area for a 65 person band with flooring. As a technical proposal option, this area could be incorporated as a wing off of the main stage. Height of Band area is to be a pproximately 24. (c) Multimedia projection system that allows the broadcast (visual and audio) of the ceremony on the main stage so that the events on the main stage are visible to the anticipated 2,500 attendees. Screen will be placed so that it is no t obstructed by the main stage performers. (d) PA/AV system that will provide sufficient wired and wireless microphones for band and main stage performers. Minimum of two wireless microphones are required for main stage performers. One group of main st age performers is a 10-12 person drum team formed in a half circle which require microphones. (e) Two main stage podiums for emcee with microphones and speaker timers. (f) 1200 folding chairs for attendees, to include set up and tear down. (g) Elevate d media coverage (local and national news broadcasts are expected) area in position to cover event. Minimum size is approximately 10 feet x 20 feet, sufficient for four reporting stations. Will include sufficient PA/AV feeds to media coverage area. (h) Two wireless microphones for key note speakers. (i) Walkie talkie or similar device for communication between government program director and contracted project manager. (j) Two each wireless ear buds and microphones for communication between Government program director and emcee. (k) NOTE: Government power is provided at no expense. Contractor is responsible from running power from Government source to required equipment. CLIN 0002 is for the personnel to support event. Includes project manager, PA/AV personnel sufficient to broadcast all audio and visual aspects of the event, and on-site tech support personnel capable of ensuring event runs smoothly. Travel and per diem costs for support personnel are to be included as part of the CLIN 0002. Because of the amount of anticipated attendees local lodging may be difficult to acquire on or around event date. CLIN 0003 is for the development and production of two short AV segments for broadcast during the ceremony. Segment 1 will take place during the beginning of the ceremony when the chairman of the Clatsop/Nehalem tribe has a five minute speech. It is expe cted that this 5 minute video show the current and past of the Clatsop/Nehalem tribe. Segment 2 is for play during the second song towards the end of the ceremony. Katie Harmon, Miss America 2002, will sing a song while a video of patriotic and veteran significance plays behind her. This video should be about 4 minutes in length. After award, Government representative will work with contractor on content with final draft of product due no later than 14 October 2005. (VII) Delivery of equipment and setup will be at Fort Stevens. Personnel and equipment will be in place and operational no later than 12:00 p.m. on November 10, 2005. Acceptance will occur on November 10, 2005. Event will occur on November 11, 2005 betw een 9:00 a.m. and 12:00 p.m.. Tear down of equipment may occur on the afternoon of November 11, 2005, no earlier than 2:00 p.m., or at the discretion of the Contracting Officer, or their representative. Delivery is FOB DESTINATION to Fort Stevens State Park. (VIII) The latest edition of provision FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition and is incorporated by reference. (IX) The latest edition for FAR 52.212-2, Evaluation  Commercial Items, applies to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are technical acceptability of the item offered to meet the Governmen ts requirement, past performance and price. Technical and past performance, when combined, are significantly more important than price. Offerors must submit technical proposal that describe the concept of support, set-up, tear-down, equipment and person nel to be provided. Offeror must submit a minimum of three (3) past performance references who have acquired the offered services and equipment. It is preferred that the references be for a similar sized outdoor event. References will include name, addr ess, email address, telephone number, contract amount, contract date. Price quote WILL NOT EXCEED $42,000.00. Offers in excess of $42,000.00 will be deemed non responsive and eliminated from evaluation. THE GOVERNMENT INTENDS TO EVALUATE QUOTES AND MAKE AWARD WITHOUT DISCUSSIONS with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offerors initial submission should contain the offerors best technical proposal and best price. Do not assume you will have the opportunity t o clarify, discuss or revise your offer. Offeror may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government will award a firm-fixed price contract, resulting from this solicitation, to the responsible offeror, whose offer conforming to the solicita tion will be the Best Value to the Government. The Best Value is the most advantageous offer, non-price and price related factors considered, and consistent with the Governments stated importance of evaluation criteria. (X) Offerors will include a completed signed copy of the provisions at FAR 52.212-3 (Alt 1), Offerors Representations and Certifications, Commercial Items and DFAR 252.212-7000, Offer Representations and Certifications-Commercial Items with its offer. Not e, in accordance with FAC 2001-26, Offerors are required to complete representations and certifications electronically at http://orca.bpn.gov. (XI) The latest edition of FAR 52.212-4, Contract Terms and Conditions, applies to this acquisition and is incorporated by reference. (XII) The latest edition of FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders applies to this acquisition.
