- The Government intends to include Kaba-Ilco card key access system into the solicitation for Project Number 48785, Whole Barracks Renewal, Phase 2E; Project Number 57035, Whole Barracks Renewal, Phase 2F and Project Number 58294, Whole Barracks Renew al, Phase 2G, Schofield Barracks, Oahu, Hawaii. This electronic card key access system has the following salient performance features and characteristics - expandable, electronics and batteries are located in the inside housing protecting them from the ele ments and vandalism, hidden mechanical override and removable core, visual and audible operation indicators, operates on standard batteries, event audit trail tracking, real time system, resists forcible entry even though outside lever is twisted off, meet s American National Standards Institute (ANSI) and Builders Hardware Manufacturers Association (BHMA) grade 1 requirements for lever torque test, and has a durable and scratch resistant finish fully guaranteed for two years. Phases 2E, 2F and 2G are compo sed of sixteen new buildings (two barracks, nine company operations facilities, four battalion headquarters and a brigade headquarters, along with required supporting facilities. In accordance with a directive approved by the Assistant Chief of Staff for I nstallation Management, the Director, Installation Management Agency and the Director for Military Programs on 14 December 2004 and recommendations contained in US Army Corps of Engineers Engineering and Construction Bulletin, No. 2005-1, 18 March 2005, th e Directorate of Public Works (DPW) has implemented a plan to ensure consistency, compatibility, and sustainability for electronic card key access systems for USAG-HI installations. Facilities impacted include all new buildings, barracks as well as adminis trative facilities. This would avoid a proliferation of different brands of card key access systems, minimize/consolidate spare parts and stock, and establish a team of well trained maintenance experts. To sustain these objectives, all new building constru ction should provide Kalba Ilco brand electronic card key system to: (1) Ensure consistency within the Quads I, J and K area (Phase 2, WBR); (2) Ensure compatibility with the systems installed in Phases 2A, 2C and 2D; (3) Ensure maintainability and service ability expertise by DPW staff; and (4) Proven durability and performance of systems installed to date. Utilization of another card key access system would result in a substantial duplication of cost to the Government that is not expected to be recovered t hrough competition. Any interested contractors shall respond by October 13, 2005.
