Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The solicitation number for this Request for Proposal (RFP) is JFK05R00019. The following clauses are incorporated into this RFP by reference & are in effect through Federal Acquisition Circular FAC 2005-05, Effective on July 27, 2005. The following clauses apply: FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes Or Executive Orders-Commercial Items. Service Contract Act is applicable. The clauses may be printed from the FAR web site: www.acqnet.gov. This requirement is Unrestricted. The NAICS code is 561622. Period of Performance will be as follows: Survey Due October 2005; Fabrication Completed by January 2006; Installation started by February 2006 and Completion Date No Later Than September 2006 for both tags and door locks. This solicitation will be awarded as a firm fixed price commercial service contract. The contractor shall provide a complete upgrade and re-keying of the existing MEDECO Interchangeable Core System at The Kennedy Center. The scope of work includes the preparation of a master key plan; providing, installing and testing the replacement cores; manufacture of replacement keys, in accordance with The Kennedy Center Office of Security?s direction and approval. The contractor shall also furnish and install upgrade components to modify the Kennedy Center?s existing key cutting machine to the new interchangeable core format. Contractor shall also furnish, install and populate data for network based master key software in conjunction with the re-keying and manufacture of new keys and initial distribution of new keys. Contractor shall provide key blanks, pins and spare parts for the in-house locksmith shop. The contractor will be responsible for providing a turnkey re-keying of the facility door in accordance with the project specifications. Award will be based upon contractor?s capability to meet specifications, technical evaluations, price, and delivery terms. As an option item the contractor shall provide a permanent door tagging system. The door tagging system shall include the manufacture and installation of metal door tags that uniquely identify each door in accordance with the project specifications. EVALUATION FACTOR 1: As a part of this requirement the Contractor shall submit a technical proposal that includes Staffing and Installation plan outlining how they intend to meet these requirements. The plans within the proposal shall become part of the contract. The contractor shall submit with their proposal, as part of their staffing plan, resumes and MEDECO 3 certifications, which clearly validate their staff?s skills and competency to re-key the Kennedy Center facility. As part of their staffing plan, the Contractor shall include resumes of principle employees who will support this contract. Each resume shall be limited to no more than two pages plus copies of applicable training and licensing certificates. EVALUATION FACTOR 2: The Contractor shall be an Authorized MEDECO Direct Distributor and shall provide current evidence of the dealer?s authenticity and competency. The contractor?s local service facility shall not be more than 200 miles from The Kennedy Center. EVALUATION FACTOR 3: The contractor shall provide three references of similar scope and complexity. Each reference shall include the name of the organization, point of contact, address, and telephone number of the point of contact and a brief synopsis of the work performed. The work performed must be comparable to the scope and complexity of this Kennedy Center project. Price will be based on best value to the government based on the following line items. Contractor to provide all skilled labor, equipment and materials as necessary for Re- Keying door type services as prescribed in the attached plans and specifications dated August 22, 2005 for the following seven (7) line items: CLIN 0001 Provide all labor, equipment and materials as necessary for Re-Keying Kennedy Center doors. Each re-keyed door shall include furnishing and changing one removable core and two cut keys (key code to be determined) per core. The base cost for 2100 re-keyed doors shall include the survey and master key plan development based upon an anticipated quantity of 2100 removable cores installed in doors throughout the facility. The cut keys per core shall be applied per end user key distribution schedule based upon owner?s instruction in consideration of the new master key plan. The unit price shall be used to determine additions or deletions up to 10% from the estimated quantity of 2100 furnished and installed removable cores. Submit one re-keyed door (1 core installed & 2 cut keys) complete unit cost and offered total cost for 2100 (2100 cores installed & 4200 keys). CLIN 0002 Provide all labor, equipment and materials as necessary for re-tooling of one existing MEDECO key machine. CLIN 0003 Provide all labor, equipment and materials as necessary for MEDECO Key Control software. Software shall be network version and shall include the contractor conversion of existing database, transfer of appropriate data and populating the new software with the new master key plan and initial key distribution to Kennedy Center employees per key distribution schedule. CLIN 0004 Provide lot pricing for sequentially numbered uncut key blanks. Submit unit price per lot of 1000 sequentially numbered uncut key blanks and submit total offered cost for 2000 sequentially numbered uncut key blanks. CLIN 0005 Provide all labor, equipment and materials as necessary for cutting of sequentially numbered keys in excess of the keys furnished with each re-keyed core. Submit one sequentially numbered cut key unit cost. CLIN 0006 Provide core re-pinning kits for re-pinning of MEDECO 3 cores. Each kit shall contain all parts necessary for repining of 250 cores, associated specialty tools and core holder. Submit one pin kit unit cost and a total cost of 2 pin kits. OPTION LINE ITEM CLIN 0007 Provide all labor, equipment and materials as necessary for tagging of doors. Submit one unit price per tag and submit a total cost for a quantity of 2100 tags. FAILURE TO SUBMIT ALL REQUIRED INFORMATION FOR EACH TECHNICAL EVALUATION FACTOR WILL RESULT IN REJECTION OF YOUR PROPOSAL IN ITS ENTIREITY. A SITE VISIT is scheduled for September 8, 2005 at 10:00 a.m. at the Entrance of the Kennedy Center Hall of States, 2700 F Street, NW, Washington, DC 20566. All responsible and responsive vendors must be registered in the Central Contractor Registration database (CCR) in order to be considered eligible for award.
