Description

USAID/India seeks to procure the services of CPA firm and award a BPA instrument for the following requirements; Financial Review of USAID ? Financed firms/recipients in South Asia: The Financial Review will cover the costs and procedures relating to the India operations or Sri Lanka Operations or else where in South Asia. To determine whether (i) the costs incurred under the grant are allowable, allocable and reasonable under the agreement terms; (ii) an adequate system of internal controls is maintained, and (iii) the grantee/sub-grantee has complied with agreement terms. The Contractor will discuss the findings with the grantees and the designated USAID officer and will prepare a draft report showing funds disbursed by USAID and any areas where there was non-compliance with contract terms, any other findings and recommendations for corrective actions and recovery of questioned costs. Assessment of internal controls of USAID/India: The assessment will cover USAID/India?s internal control structure relating to financial management as well the administrative and program operations; to assess whether USAID/India internal control systems provide a reasonable assurance that its operations are carried out efficiently and effectively in compliance with applicable policies.
