Description

The DHS, Immigration and Customs Enforcement (ICE), Office of Investigation, Threat Analysis Section (TAS) has developed an information technology system known as ICE Pattern Analysis and Information Collection System (ICEPIC) to support ICE counter terrorism investigations. The Threat Analysis Section (TAS) intends to award a sole source firm fixed price GSA Schedule order for a commercial-off-the-shelf Non-Obvious Relationship Awareness (NORA) software license, peripherals, and maintenance and support services for the period of one month of (4,000,000.00 million records), followed by an option period of 12 months of (70,000,000.00 million records), to keep the ICEPIC operational. The contractor shall provide the necessary software licenses, peripherals, and services to maintain the operation of the NORA? system. The services include adapting, customizing and developing interfaces, maintaining server operations, training users, documenting system functions and procedures, and other tasks identified by ICE as necessary to ensure continuous operations of the system. The ICE objective for IBM NORA? operation is to support ICE lead generation and intelligence analysis. The period of performance shall be one month of 4,000,000.00 million records (commencing September 1, 2005) with an option for one year (commencing 1 October 2005) for additional of (70,000,000.00 milllion with lease to buy. The NORA software is proprietary to IBM and sold exclusively through ESC.Gov, a reseller for IBM, under a GSA Schedule contract. No other Federal Supply Schedule contractor is authorized to provide the required software, peripherals and services. The NAICS code for this requirement is 541990.
