- REQUEST FOR QUOTATION CONGRESSIONAL TRACKING SERVICES Request for Quotation Number: DE-RQ06-05RL14746 Requiring Agency: U.S. Department of Energy, Richland Operations Office (RL) This acquisition will be awarded per FAR Part 12, Acquisition of Commercial Items, and is a total set-aside for Small Business. REQUIREMENTS: One year subscription with an addition four one-year options to on-line/web based Congressional tracking services as follows: ??? Congressional hearing transcripts; ??? Congressional Committee and subcommittee markup reports; Floor and committee amendments; ??? Committee and conference reports. ??? Day-to-day tracking of budget and appropriation bills ??? Analysis of bills, including authorization and appropriation; ??? News of Congressional activities including email newsletter and access to web site OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 15 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. INFORMATION AND INSTRUCTIONS FOR QUOTERS ??? RL is requesting a one day demonstration of your on-line services including your most current newsletter on September 14, 2005. ??? Please list price quotes for the current year and each of the additional four out-years separately per areas requested (if separate subscriptions) and list the number of users this would cover. ??? Please submit your quotation no later than COB September 14, 2005. FAR CLAUSES INCORPORATED BY REFERENCE: FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Technical are equally important. IMPORTANT NOTE: Are you registered in the Central Contractor Registration (CCR)? Per Federal Acquisition Regulations, Federal Agencies cannot make awards unless the vendor is registered in CCR.
