Description
Procurement action being conducted under FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The National Nuclear Security Administration Service Center (NNSA SC) intends to award a sole-source commercial purchase order with small business, Star Quest Recording Studios, Inc., 6538 E. 31st, Tulsa, OK 74145, for the following items: 4 units, Battle Effects Fog Engine, 2 Cases (4 gallons) each of Blinding White Fog Engine Fuel and Battle Field Fog Engine Fuel, and MSDS for the Fog Engine Fuels. Star Quest is the only US manufacturer of a continuous output, weather-proof fog machine that produces high masking fog, safe for humans and the environment. The Star Quest Fog Engine provides the following necessary requirements under battlefield conditions: To continuously (from a few minutes to an hour or more) deploy the obscurant with no recycle time; to densely incapsulate the tractor that will counter threat weapon systems operating in the visual and near infrared portion of the electromagnetic spectrum at a rate of 30,000 cubic feet per minute; to be self cleaning/nonclogging; to be non toxic, non hazardous, (personnel will be exposed for long periods of time); to work with various fog fluids of differing densities; be weatherproof; must have ajustable fog rates (scenario dependant) able to produce fog greater than 100% of normal operations; to possess automated safety features that will shut the system down if overheating occurs (eliminate fire hazard) and to shut down when fuel reserves are exhausted; and must be rugged enough to withstand varying road operations. Delivery must be made to US Department of Energy, Pennsylvania & K Streets, Bldg 20397, Kirtland AirForce Base East, Albuquerque, NM 87117 No-later-than September 12th, 2005. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NNSA SC will not reimburse for any costs connected with providing the capability information. This is a notice of intent to award a sole source procurement action and is NOT a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm???s ability to provide an equivalent service as described above. Interested parties must provide rationale, including pricing, as to why they should be considered. All interested firms must respond by September 5th, 2005, 5:00 p.m. Mountain Time to Maria D.
