- In accordance with Simplified Acquisition procedures the National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG) intend to procure on a sole-source basis with the Cancer Center and M Sklodowska-Cuie Institute of Oncology, WK Roentgena 5, 02-781 Warsaw, Poland to collect follow-up information from hospital records and Cancer Registries from breast cancer cases who participated in a case-control study in Warsaw and Lodz, Poland, conducted in 2000-2003. Specifically, information on breast cancer treatment, recurrence and survival 5 years after diagnosis will be collected from hospital medical records and Cancer Registries in Warsaw and Lodz. The main objective of the breast cancer case-control study in Poland is to examine the relationship between breast cancer and reproductive and hormonal factors, physical activity, active and passive smoking, alcohol and occupational exposures, as well as genetic susceptibility factors and etiologic heterogeneity. The follow-up study will allow the evaluation of predictors of recurrence and survival, including pre-diagnostic demographic, lifestyle, anthropometric, genetic factors, tumor characteristics, and other risk factors. The breast cancer patients for the proposed follow-up study were diagnosed and recruited at the participating hospitals: Cancer Center and M. Sklodowska-Curie Institute of Oncology in Warsaw at the Community Copernicus Hospital and Polish Mother?s Health Memorial Hospital in L?dz. The patients gave consent to study staff for access to medical records for research purposes. Therefore, only medical staffs from these hospitals have access to the medical records of these women. This is a follow-up to a previous case-control study that was conducted in Poland. There is no other contractor that has the access to this population and the expertise to carry out this follow-up study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the entire above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if it can meet the requirements of this synopsis. An original and one copy of the capability statements must be received in the Contracting Office by 1PM EDT (local Washington, D.C. time) on September 8, 2005. In order to receive an award from the NCI contractors must be registered in the Online Representations and Certifications Applications (ORCA). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
