Description
The National Institutes for Neurological Disorders and Stroke (NINDS), plans to procure on a sole source basis an Advanced Microscopy Techniques (AMT) HRL Side Mount 1.3 megapix accessory camera upgrade for the government owned AMT XR-100 CCD Camera system with Advanced Microscopy Techniques Corp. (AMT), 3 Electronics Avenue, Danvers, MA 01923. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and the authority to use simplified procedures for commercial requirements provided in FAR 13.5. This acquisition will be set-aside for one-hundred percent total small businesses. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. NINDS is pursuing an active program in electron microscopy of synaptic connections in the brain intent on understanding the molecular basis of the memory trace. In particular electron microscopy (EM) tomography is being performed on our JEOL 200CX which is equipped with an AMT digital camera system destined to produce the high magnification, high resolution images of synapses needed to perform tomography. These images cover only a limiting field of the specimen, and take several seconds each to collect. This leaves the researchers switching back and forth to the phosphor viewing screen, which is viewed directly by eye, to search through our specimen or to align illumination and tilt axes. This must be done continuously when collecting tomographic data. The AMT HRL side mount is an accessory camera head that captures wide fields of view in real time. Since it is run by the same computer that operates the high resolution camera, the operator can switch images back and forth on the same monitor screen with the flick of a button. Furthermore the high resolution and low resolution images are rigorously axial so synapses can be discovered and tracked at low resolution and then immediately captured on the high resolution camera. This will greatly increase the speed and effectiveness of the work in tomography. Advanced Microscopy Techniques (AMT) is the only source known to NINDS that can provide the accessory camera head as this is an upgrade to an existing piece of equipment. AMT is the sole manufacturer of this accessory. The current digital camera purchased from AMT delivers superb high resolution images of the post synaptic density eminently suitable for tomographic analysis at a molecular level. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NINDS to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EST, on September 9, 2005.
