- The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), is planning to award a 12 month contract using simplified acquisition procedures, to the AFFNA DEA Museum Foundation, 200 Army Navy Drive, Arlington, VA 22202. The anticipated date of award is September 15, 2005. SAMHSA/CSAP is looking for new and creative venues to educate children and their families with important prevention messages regarding drugs and drug abuse. As an original partner in the development of the DEA museum, SAMHSA/CSAP believes the museum reaches a broad population, especially children and their parents, as well as educators and students, with vital messages regarding the consequences of drug abuse on individuals, families and society. In order to infuse a balance between the supply and demand reduction focus in the ?Target America? exhibit, SAMHSA/CSAP will enter into a contract to: Display and distribute prevention-oriented exhibit materials as follows: Develop and print prevention materials that are aligned with the themes of the exhibit, including lesson plans, training guides, CD-ROMs and fact sheets for distribution to both large-scale visitor audiences and specialty groups including teachers, counselors, prevention specialists and parents who attend the exhibit. Distribute SAMHSA/CSAP materials already in print appropriate to the exhibit Develop and provide prevention-oriented training programs to be hosted at the exhibit venue for individuals and organizations that provide drug abuse prevention education in public and private schools and other venues in the region. Ship the exhibit from Detroit, Michigan to the new venue in Ohio; unpack and assemble the exhibit in Ohio for use as SAMHSA/CSAP?s launch site for the 2005 Red Ribbon Campaign. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.502-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
