Description
The Agency Of Substance Abuse and Mental Health Services Administration(SAMHSA), Center for Substance Abuse Prevention (CSAP), through the Division of Acquisition Management (DAM), Program Support Center(PSC), is planning to award a 12 month contract using simplified acquisition procedures, to the Altam Associates, Inc., 9715 Carroll Centre Road, Suite 104, San Diego, CA 92126. The anticipated date of award is September 15, 2005. A stated SAMHSA goal is to expand the number of programs approved through the NREP process. It benefits SAMHSA to enlist programs, especially ones that are showing successful outcomes, to organize and submit their previously-collected data according to NREP criteria so they can enter and move through the NREP process. Taking such strategies to scale and replicating them nationally strengthens the national substance abuse prevention effort. Current research suggests that early intervention is more effective clinically and much more cost efficient than the traditional, more intensive treatment necessary if the use progresses to addiction. As part of its prevention mission, SAMHSA seeks to validate effective programs that will intervene with substance use as early as possible, and seeks to make them nationally available through the NREP process. While the CASBIRT program, is funded as acooperative agreement through SAMHSA/CSAT, it cannot be made available for national dissemination until it completes the NREP process. The contractor shall produce the following: A guide for set-up and implementation of a comprehensive SBIRT system that focuses on the nondependent user. At a minimum, the guide will include; Setting up the basic structure of SBIRT; Personnel and training requirements; Clinical protocols; Quality control; Technology requirements; Partnering with the local community Cross-cultural guidelines; Measuring success; All publications produced under contract with Federal funding are considered in the public domain and not the property of the organization that produces them. Publications must be processed through the DHHS Publications Clearance process. Two reports based on the NREP criteria as follows: An objective analysis of all previously-collected data regarding the CASBIRT program; a summary report of evaluation findings regarding the CASBIRT program Work plan outlining guide for set-up and implementation of a comprehensive SBIRT system as described in statement of work including timelines to Project Officer due two months after award Prototype of guide for set-up and implementation of a comprehensive SBIRT system to Project Officer due six months after award Final report indicating lessons learned and recommendations for future action to Project Officer nine months after award An objective analysis of all previously-collected data regarding the CASBIRT program to Project Officer twelve months after award A summary report of evaluation findings regarding the CASBIRT program to Project Officer due twelve months after award The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under Authority of Far 5.201(b)(1). In accordance with FAR 19.502-2(a), the contracting officer has determined that there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market price, quality and delivery; Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
