Description
This is a pre-solicitation notice. The Federal Bureau of Prisons (BOP) anticipates award of a Firm-Fixed Price Purchase Order. The scope of work will upgrade the Trunked Radio System to include providing system expansion and the addition of one CENTRACOM Gold Elite Series console operator position and necessary back room equipment. The console will be installed using Government-Furnished (GF) furniture. The expansion electronics package shall contain the interfaces that are required to control the existing SMARTNET System installed at the Federal Correctional Complex located in Bruceton Mills, West Virginia. The Quotation shall contain the required operator interfaces, power supplies, and any auxiliary input and/or output interfaces. The console addition shall consist of one Elite Console dispatch position that will be located remotely from the existing CENTRACOM Electronics Bank (CEB). The CENTRACOM Gold Series Elite console position equipment shall include the console interface Electronics (CIE), Z Microsystems 20-inch, Stargate touch screen LCD monitor, and a Pentium-based computer with Windows XP operating system, keyboard, and trackball. The CIE shall be a desktop or furniture-mounted unit similar in size and appearance to a PC and comprised of a gooseneck microphone, select speaker, unselect speaker, volume controls, transmit button, and VU Meter. The Gold Elite console-dispatch position will be located in the new facility building Control Center. In an emergency, any console position can take over control of all resources in the system. This feature is available via password-protected access. The installation of system equipment will comply with the most current requirement specified in The Uniform Building Code, Motorola?s R56 Manual, Standards and Guidelines for Communications Site, The National Fire Protection Association?s National Electric Code, and Other applicable federal codes and ordinances. The North American Industry Classification System (NAICS) Code for this requirement is 334290. The Performance Period will be 120 days after the issuance of the Notice to Proceed. Since Motorola was the provider of the trunked radio systems previously installed in all institutions, they are the only provider capable of supplying the compatible trunked radio system upgrades at the Federal Correctional Complex, Bruceton Mills, West Virginia. Participation by small, small-disadvantaged, HUBZone small businesses, veteran-owned small businesses, and service disabled veteran-owned small businesses is encouraged. The solicitation will be available on/about September 15, 2005 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov.
