- The 96th Contracting Squadron (96 CONS/MSCB), Eglin AFB, FL intends to solicit, negotiated and award a Firm Fixed Price Purchase Order for 1 Each Study with Report on Wildland Fire Resource Tracking System. This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The announcement number is F1TEAH5223A100. This solicitation is issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code for this acquisition is 541690, with the average sales revenue of six millions. This is a 100% set-aside requirement. The order requirements are as follows: CLIN 1, (1) Study with Report on recommendations for Wildland Fire Resource Tracking System. Statement of Objectives: This project provides a comprehensive study and written report on a resource management system with live feeds through GIS for personnel/ equipment (via transponders), terrain, environment, weather and modeling programs to better manage wildland fire operations. The project will research, prove, make specific recommendations and provide specific costs for implementation of this system. The final product will be a professionally written report that will answer the following questions: 1. What products are currently on the market that would meet the current and expected future needs for Eglin?s wildland fire management program, and that could be adapted to other resource management intensive programs within AF and DoD 2. Which of these products is most suitable for Eglin?s application? 3.What are the specific costs and time frames required for implementation? 4.What range of operations could utilize and benefit from this type of system within AF and DoD? 5. What contingency plans should be put in place to cover dead zones in coverage? 6. What are the training and maintenance issues/costs associated with the system? 7. What Homeland Security, NFPA or other guidelines are in place to allow for compatibility/consistency with cooperating agencies? Estimated costs for site visits for research into Eglin?s program and product testing/evaluation on Eglin must be included in bids. The report must be supplied in 10 bound copies plus an electronic version, supplied on CD. Vendors bidding on this project must be proficient with technology transfer analysis. Additionally, the vendor must be completely unbiased, i.e., unassociated with any specific software company or the sale of any specific software. All work must be completed within 9 months from the time of contract award. Completion of this project will allow Eglin AFB to move smoothly into implementation phase ?Phase 2?, which is to be bid separately after completion of Phase 1. The clauses are those in effect through Federal Acquisition Circular 2005-05, Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement and any addenda to the provisions. FAR Provision 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2005), (a)(1) If the clause at 52.204-7, Central Contractor Registration, is included in this solicitation, paragraph (b) of this provision applies. (2) If the clause at 52.204-7 is not included in this solicitation, and the offeror is currently registered in CCR, and has completed the ORCA electronically, the offeror may choose to use paragraph (b) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The offeror shall indicate which option applies by checking one of the following boxes: (__) Paragraph (b) applies.
