Description
KC135 Replacement Tanker Aircraft - System Development and Demonstration FOR PLANNING PURPOSES KC-135 Replacement Tanker Aircraft is an Aeronautical Systems Center (ASC) Program. The Tanker Systems Modernization Systems Squadron, ASC Mobility Systems Wing/TSMSS, Wright-Patterson AFB, OH, is currently seeking information and continuing market research activities to gain insight into the market to determine if there are potential sources that would be interested in providing a replacement aircraft for the KC-135. Interested parties should have proven aircraft manufacturing or large scale modification experience and are required to provide a capabilities statement. The criteria established for determination of meeting the capabilities is described below. The submitted documentation, upon delivery, becomes the property of the U.S. Government and will not be returned. No solicitation documents exist at this time. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP). The Government does not intend to award a contract on the basis of this advertisement. This is a sources sought market survey announcement and the Government will not provide reimbursement of costs associated with the documentation submitted under this request. Although "proposal" and "offeror" are used in this inquiry, your response will be treated as information only and will not be used as a proposal. The purpose of this inquiry is to identify and obtain information from all responsible sources and interested parties who have a capability to meet United States air refueling requirements as identified below. Responders are solely responsible for all expenses associated with responding to this inquiry. This announcement is not to be construed as a formal solicitation. It does not commit the government to reply to information received, or to later publish a solicitation, or to award a contract based on this information. REQUIREMENT: The primary mission of air refueling (AR) is to provide world- wide (Communication, Navigation, Surveillance/Air Traffic Management (CNS/ATM) compliant), day/night, adverse weather, probe/drogue and boom AR on the same sortie to fixed-wing, receiver-capable United States, allied, and coalition military aircraft (including unmanned aircraft). Replacement Tanker Aircraft (RTA) may be employed to support global attack, air-bridge, deployment, redeployment, homeland defense, theater support to joint, allied, coalition air and maritime forces; and specialized national defense missions. Some of these aircraft will be used to support special operations and U.S. nuclear forces. RTA may allow for mixing of secondary missions in a manner not to significantly impact its primary AR mission. Secondary missions for RTA may include cargo and/or passenger transportation, aero medical evacuation, and Command, Control, Communications and Computers (C4) augmentation. CAPABILITY CRITERIA As a minimum offerors should provide their capability and experience in the following areas: - Delivery of new aircraft in the size weight and performance class of KC135 or larger aircraft - Aircraft design and modification to incorporate CNS/ATM compliant systems; military defensive systems; military communications equipment with strategic and tactical interconnectivity; and night vision internal, external and cockpit illumination. - Airborne refueling concept of operations, technology, design, development and test - Fielding of fully integrated commercial and/or organic support systems for military aircraft. Previous experience in implementing Public-Private Partnerships and performance based logistics concepts shall also be demonstrated, if any. - Receiving, handling, controlling, maintaining, and destruction of DOD classified material to the secret level - The potential offeror shall demonstrate their ability to integrate military capabilities on commercial derivative platforms. Also, previous experience in obtaining FAA or equivalent type certificates or supplemental type certificates shall be demonstrated. Submit evidence of any FAA or equivalent production, repair or alteration station licenses. - Offerors meeting the above criteria may be requested to supply additional information on their specific capabilities. Offerors may also be granted access to draft RFP information, controlled reading room material and electronic information to limit distribution of classified information. If an RFP is released for this effort, a Notice of Contract Action will be published at least 15 days prior to release. Interested parties should respond within 20 calendar days after this notice is posted. Responses should include information on a corporate point of contact, as well as summary information on the product or service submitted that meets the U.S. AR requirement and is not expected to exceed 50 pages. Any proprietary information submitted should be marked accordingly. Interested parties are advised that technical data submitted to the Government in response to this request may be released to non-Government advisors for review and analysis.
